Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT continues to issue monthly reports to monitor and follow up incidents of corruption, and here is the sixth report issued by the institution, as it focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as an inventory of the facts it addressed Various media outlets during the month of December 2015.

The report detected 87 corruption incidents during the month, a slight decrease from last month (November 2015), with the catering sector continuing to be at the top of the list in terms of the number of corruption incidents that are revealed.

Legislative measures to combat corruption during the month of December:

During the month of December 2015, many seminars, training workshops and meetings were held in some governorates and ministries to confirm the state’s plans and efforts in combating corruption, as well as the presence of various statements by government officials, headed by Prime Minister “Sherif Ismail”, in which he stressed that the government spares no effort in Fighting corruption and working on activating the role of various regulatory agencies, as he witnessed President “Abdel Fattah Al-Sisi” directives for the governors to work to raise the rates of development and fight corruption within state agencies, especially localities. Friday, December 4:

• The Minister of Communications and Information Technology, Eng. Yasser Al-Qadi, confirmed that the ministry is working during the current period on a new project under the name “Combating Corruption and Integrating the Informal Economy into the Formal Economy”, as part of the government's endeavor to confront corruption electronically and with technological means.
• The Coordinating Subcommittee on Combating Corruption at Alexandria University organized a symposium entitled “The Role of Legal Departments in Combating Corruption”, in “Dr. Jalal Al-Adawi” Hall, at the Faculty of Law, Alexandria University.

Saturday, December 5:

• The training course “Combating Financial and Administrative Corruption” started, headed by Dr. Ramadan Al-Tantawi, President of Damietta University, within the framework of implementing the university's strategic plan to combat corruption 2015-2017, and the main axes included in the plan.

Sunday, December 6:

• The South Sinai Culture Branch of the Canal and Sinai Cultural District organized a lecture on “Fighting Corruption”, headed by researcher “Saeed Al-Hamshari”, President of the region, in cooperation with the Directorate of Youth and Sports in South Sinai, and the lecture was entitled “Together to Eliminate Corruption”.

Wednesday, December 9:

• The Committee for the Implementation of the National Anti-Corruption Strategic Plan in Beni Suef Governorate held its first meeting in the Governorate General Hall. The committee discussed the main objectives of the plan, the implementation steps and policies, the person responsible for its implementation, the timeframe for it, the person responsible for follow-up, and the performance indicators in this regard.

Thursday, December 10:

• The Matrouh Media Center, in cooperation with the Egyptian Center for Combating Corruption, held a preliminary meeting to prepare the first forum for the National Anti-Corruption Strategy, which will be held in Matrouh Governorate.

Sunday, December 19:

• The Ras Sidr Culture House held an awareness-raising cultural lecture entitled “Terrorism and the fight against corruption”. The lecture was about the phenomenon of terrorism and corruption in terms of their concept and types “political, financial or administrative,” and about their common forms and the reasons that lead to their spread in societies and their effects that harm development and affect development Negatively the quality of life that the citizen lives.

Monday, December 21:

• Major General Salah El-Din Ziada, Governor of Minya, witnessed the conclusion of the training course for members of the central auditing organization in the governorate, stressing the important role that the agency plays in the field of oversight and preserving public money from seizing, looting or squandering it, as well as its role in fighting corruption in And improving performance within state agencies and institutions at the financial and administrative levels, and besieging all forms of corruption.
• An extensive symposium was held at the Matrouh Media Center on ways to combat corruption after the June 30 revolution, in cooperation with the National Anti-Corruption Center.

Thursday, December 24:

• The Prime Minister, Eng. Sherif Ismail, affirmed that the government spares no effort in combating corruption and is working to activate the role of various regulatory agencies, indicating that development efforts that are being made in all sectors must be preceded by work to combat corruption and uproot its roots from all sides that It could be found in it.
• The Anti-Corruption Committee held a workshop at the Faculty of Education, Aswan University, to present the general vision of the main committee's strategic plans and how to follow up on their implementation at the university.

Saturday, December 26:

• In the context of following up on the statements published by some media outlets regarding the cost of corruption in state institutions exceeding 600 billion pounds during the year 2015, President Abdel Fattah El-Sisi directed the formation of a committee headed by the head of the Administrative Control Authority and the membership of representatives from the Ministries of Planning, Finance, Interior and Justice, and Adviser Hisham Badawi, Vice President of the Agency The Central Auditing Agency is to investigate the facts and study what was stated in these statements, provided that the committee prepares an urgent report for presentation to the president and informs the public opinion of the results of its work in a framework of complete transparency.

Sunday, December 27:

• Major General Ahmed Dhaif, the governor of Gharbia, confirmed that he started working from hours and visited the shrine of Mr. Al-Badawi and spoke with a number of citizens to listen to their complaints, stressing that fighting corruption will be his top priority.

Monday, December 28:

• Major General Tariq Nasr, the new governor of Minya, said that after he was sworn in, President Abdel Fattah El-Sisi assigned him to improve the standard of living of citizens, take care of the low-income and vulnerable groups, achieve more transparency and integrity, and combat corruption wherever it is found.

Tuesday, December 29:

• The Anti-Corruption Sub-Committee, at the Faculty of Social Work at Aswan University, organized a workshop to spread cultural awareness among employees and workers, against corruption.

Wednesday, December 30:

• “Counselor Mohamed Samir,” a spokesman for the Administrative Prosecution, confirmed that the prosecution takes reports of corruption through satellite channels, talk show programs, and websites, and they are investigated, explaining that the state has a real will to uncover and combat corruption.
