Introduction:  

Partners for Transparency continues to publish its quarterly reports from the Corruption Status Book series, as it publishes the second quarterly report for the year 2018, which monitors and discusses procedures and practices related to combating corruption and enhancing transparency.

During the second quarter of 2018, 96 incidents of corruption were monitored in various sectors, and a number of parliamentary practices related to anti-corruption were followed up, while the absence of relevant legislative initiatives continued, as none of the laws that strengthen anti-corruption efforts were discussed before the dissolution Parliamentary session in early August 2018.

Parliamentary practices related to combating corruption

During the second quarter of 2018, and as we explained in the preamble, the parliament did not discuss any legislative proposals or amendments related to combating corruption, as these important laws are still far from the legislative agenda, and despite several proposals presented at the beginning of the current parliamentary session as proposals for laws to protect whistleblowers and witnesses, organizing Circulation of information, but all these projects did not find their way to the plenary sessions, not even the quality committees in most of the time. In general, we monitored during the period covered by the report that some representatives submitted a number of questions and requests for information regarding corruption incidents, the most important of which were the following: -

  • MP Khaled Abu Talib submitted a question to the Prime Minister, and to the ministers of transport and communications, the public business sector, regarding the suspicion of wasting public money in the process of removing the Nasr City-Al-Matareya tram and Heliopolis. Abu Talib explained in a press statement, that the Heliopolis tram and the Nasr City tram-Al-Matareya, and similar to these trams, which were decided to be removed, and this is what has already been done, but the remnants of the removal, especially the iron bars, which were filled in in a number of places and places, this matter is considered A waste of public money.
  • Representative Ahmed Rifaat, a member of the House of Representatives, on behalf of the Free Egyptians Party in Barakat al-Saba 'and Quesna district in the Menoufia governorate, submitted a briefing request to the Speaker of Parliament, Dr. Ali Abdel-Al, addressed to the Prime Minister, Eng. And all governorates of the Republic, he added that the weakness of oversight in the Ministry of Irrigation is concentrated in the contracts issued between the contractors responsible for clearing canals and drains, which oblige the contractor to clear canals and raise the drilling output away from the edges of the canals to not disrupt the road movement.
  • Representative Mohamed El-Koumi, a member of Parliament for the Free Egyptians Party, submitted an urgent request for a briefing and a statement addressed to Sherif Ismail, the prime minister, and the ministers of housing and transportation, asking them to prepare full reports on the conditions of roads in all governorates and neighborhoods in the republic, after the accidents he caused.
  • Muhammad Abdullah Zain, the deputy of Idku in Al-Buhaira Governorate, submitted a request for information on the crisis of stalled factories, noting that there are thousands of factories that have been stalled due to the deterioration of their machines and their inability to renew them, and others that have bad debts to be paid. After the Prime Minister’s statements that the total number of stalled factories reached 10,500 factories with a total investment of one trillion and 322 million, saying that, based on President Abdel Fattah al-Sisi’s recommendations, the necessity of reopening these factories and working to provide job opportunities for young people through them. The government is seeking to develop a business plan to get these factories running again.
  • Representative Ashraf Rahim, a member of Parliament, submitted a request for information about the "practices" of water and electricity, criticizing the loss and waste of millions of state funds because of this system, and Rahim demanded an alternative to this system in order to preserve public money, stressing that the idea of the practice was invented by the heads of drinking water companies across the Republic to solve the problem. Violating buildings in agricultural lands to deliver drinking water to them.
  • The Agriculture and Irrigation Committee of the House of Representatives discussed the briefing requests submitted by Representatives Raef Tamraz, Magdy Malak, Essam Mansi, and Jawaher Al-Sherbiny, regarding the waste of public funds in the 20 thousand feddans project in western Minya and the failure to use scientific methods in its cultivation, which led to the destruction of three thousand acres planted with cotton.
  • Representative Muhammad Hani Al-Hinnawi, a member of the House of Representatives, submitted an interrogation regarding facilitating the seizure of public money and not collecting financial dues for the state in the Beheira Governorate, estimated at more than 140 million pounds, according to the report of the Central Auditing Organization for Al-Buhaira Governorate, which confirms that there is a financial violation represented in not Implementation of the decision of the Minister of Local Development No. 118 of 2011 and the fatwa of the State Council regarding the prohibition of combining the presidency or membership of more than two councils or two committees to manage projects and accounts established in the governorates due to the unjust disbursement of sums of money to senior workers in the General Office of the Beheira Governorate and the local unit

Administrative control activity

During the period covered by the report, the Administrative Control Authority continued to activate the new legal framework regulating it, and to complete its efforts that have become very prominent in adopting proactive measures and creating an anti-corruption environment, and this was evident in the issuance of a decision to form the Board of Directors of the National Academy for Combating Corruption, which included the Minister of Investment and Cooperation International, the Attorney General, the head of the Central Auditing Agency, and the head of the Money Laundering and Terrorism Financing Unit.

The period given by the report also witnessed an important visit to the President of the Administrative Control Authority and the Board of Directors of the National Academy for Combating Corruption to Washington, where meetings were held with the leaders of the World Bank, where the leaders of the World Bank praised the Egyptian efforts in combating corruption and governance and the economic and social reform program, which contributed to an increase in the rate of Growth, new investment, lower unemployment and inflation.

The meeting discussed increasing cooperation between the Administrative Control Authority and the World Bank through the signed cooperation protocol in the field of combating corruption, exchange of information on governance indicators and their data sources, policy reforms related to governance, and the exchange of international experiences on best practices related to organizational and administrative reforms.

The numerical distribution of corruption incidents according to sectors during the second quarter of 2018:   

  • The second quarter of 2018 recorded 96 incidents of corruption, as the catering sector came at the top of the list with 211 TP1T out of the total number of incidents, which numerically represent 20 incidents of corruption, and was followed closely by the local sector, where it recorded 16% of the total incidents, which represent 15 corruption incidents numerically, while the finance sector came in third place A rate of 8%, which numerically represents 8 incidents of corruption out of a total of 96 incidents, while the agricultural, public business, social solidarity, irrigation and water resources sectors witnessed a rate of 4%, which numerically represents 4 incidents of corruption for each of them, while the justice sector, electricity, and the private sector witnessed 3% Of the total number of each of them, while the education sector, higher education, petroleum, and economic bodies witnessed 2% of the total incidents, and finally the transport sector, endowments, tourism, media, civil aviation, youth and sports, each of which witnessed a rate of 1% of the total incidents Corruption during the second quarter of 2018.

As for the judicial distribution of corruption incidents during the second quarter of 2018, the corruption incidents that are still under investigation recorded the first place with a percentage of 80%, which numerically represents 77 incidents out of a total of 96 incidents, while the incidents that were not investigated got the second place with a percentage of 12% of the total incidents, representing 11 incidents numerically , While the corruption incidents that were judged ranked third with a percentage of 7% and represented 7 corruption incidents numerically, and the incidents still under trial ranked 1%, which represented numerically 1 corruption incidents, the last place out of a total of 96 corruption incidents during the second quarter of 2018.
