95 incidents of corruption in April, with supply, the interior and agriculture to the top

Introduction:

Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT continues to issue monthly reports to monitor and follow up incidents of corruption, and here is the tenth report issued by the institution, as it focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as an inventory of the facts covered by it. Various media outlets during April 2016.

Legislative and procedural developments to combat corruption during April 2016:

Parliament's role in developing or introducing anti-corruption legislation has not yet been demonstrated. Parliament has consumed the past months since its inception in approving its regulations, forming its internal committees, and discussing the government's statement, while the statements of officials, led by the President of the Republic, still contain clear indications to combat corruption. His monitoring in this regard during the month of April 2016: -

  • April 2, 2016: Tanta Media Center organized a seminar entitled Transparency and Combating Corruption within the Local Community, in the presence of the Ministry of Information leaders.
  • April 3, 2016The Ministry of Antiquities organized a training course to introduce the National Anti-Corruption Strategy and establish principles for its implementation for a period of 5 days.
  • April 5, 2016: Dr. Ahmed Zaki Badr, Minister of Local Development, during his speech at the meeting of the committee to study the axis of “administrative reform” in the government program, which was held in the House of Representatives, confirmed that the ministry had developed a strategy to combat corruption in localities, governorates and others, from which committees would emerge in the Ministry of Local Development.
  • April 5, 2016: Member of Parliament Dr. Medhat Al-Sharif denounced the government's program presented to Parliament, saying, "The government program did not specify clear steps and milestones for implementing the anti-corruption strategy in Egypt."
  • April 7, 2016 Luxor Governorate held an anti-corruption workshop in the presence of the Governor of Luxor targeting first and second-row employees of the administrative apparatus to discuss the seriousness of corruption problems and the importance of addressing it, within the framework of the work of the Coordinating Subcommittee on Combating Corruption in the administrative agencies.
  • April 8, 2016: An agreement was signed between Egypt and Saudi Arabia in the field of enhancing integrity and combating corruption.
  • April 9, 2016: The Ministry of Water Resources and Irrigation has requested workers who have documents or confirmed evidence of accusing anyone of corruption, to submit them immediately, either to the Ministry's Anti-Corruption Committee, or to any of the supervisory authorities concerned with this matter.
  • April 9, 2016: The Ministry of Agriculture announced the development of an anti-corruption strategy to advance the peasant situation in Egypt. The ministry also formed a committee of heads of sectors and agencies in cooperation with the state's security services to monitor the corrupt.
  • April 9, 2016: Parliament demanded, through the report on the committee in response to the government's statement, the necessity of developing and following up the implementation of the national anti-corruption strategy.
  • April 10, 2016: The meeting of the Anti-Corruption Committee was held at the Kharga Center in the New Valley Governorate, in the presence of the governorate leaders and representatives of the centers in the governorate, where emphasis was placed on enhancing transparency and uncovering centers of corruption.
  • April 10, 2016: The Egyptian Agency for Partnership for Development, in cooperation with the Administrative Control Authority, organized a training course for 18 African countries in the field of strategic planning, institutional performance evaluation, and the anti-corruption strategy mechanism.
  • April 11, 2016: Counselor Osama Al-Rashidi, a judge of the Ministry of Agriculture bribery court, described Article 107 of the Penal Code, which exempts the briber and mediator from punishment, with the license to corrupt public officials.
  • April 13, 2016: During his meeting with a group of representatives of society groups, President Abdel Fattah El-Sisi called on youth, saying, "If you want to fight corruption, prepare for the local elections ... and I will not let you down."
  • April 13, 2016: The Abordis Culture House, affiliated to the South Sinai Culture Branch, organized a seminar entitled "Youth and Fighting Corruption" at the Library Hall.
  • April 16, 2016: The Governor of Al-Buhaira, Dr. Muhammad Sultan, confirmed that 92 incidents of corruption had been referred to the Public and Administrative Prosecution during the last period, accusing those involved in them of wasting public money and of gross financial and administrative violations.
  • April 16, 2016: The Minister of International Cooperation, Dr. Sahar Nasr, during her participation in the discussion session on competitiveness in developing countries in Washington, affirmed that the current constitution stipulated the state’s commitment to combating corruption and promoting the values of integrity and transparency in order to ensure the proper performance of the public service and the preservation of public funds, in addition to implementing the national strategy to combat corruption. It would enhance competition.
  • April 21, 2016 A control source revealed that the Administrative Control Authority is working on preparing documented reports on the performance of police secretaries, as well as the job and financial performance of all units of the Ministry of Interior and its employees, upon the request of a higher authority, after the increase in the volume of complaints that reached the authority.
  • April 21, 2016: Assiut Governorate held a two-day training course entitled “Disseminating Integrity and Transparency Values Measures and Awareness of Corruption Dangers and Ways to Prevent It” for workers in local units, service directorates, and the General Bureau.
  • April 24, 2016: The Miniat Al-Nasr Culture Palace in Mansoura organized a seminar on the role of the state in combating corruption.
  • April 24, 2016: The Faculty of Law at the University of Benha organized the annual scientific conference entitled “Law and Combating Corruption”. The conference discussed research related to mechanisms of combating administrative, financial and employment corruption.
  • April 24, 2016: Sources in the Ministry of Local Development stated that a new plan will be implemented that consists of conducting competency tests for employees with different job ranks for local leaders to eliminate corruption and favoritism.
  • April 28, 2016: During the Labor Day celebration, President Abdel Fattah El-Sisi affirmed the government’s mandate to fight corruption, confront high prices, and support the role of the Consumer Protection Agency and regulatory agencies to achieve the citizen’s interest.
  • April 28, 2016: The head of the Inspection and Follow-up Sector at the Ministry of Local Development confirmed that 11 corruption cases in local and provincial development have been referred to the Public Prosecution, including financial violations of 3 million pounds in Dar Al-Salam and 4 cases to the Administrative Prosecution.
  • April 27, 2016: In his speech at the tenth annual scientific conference at the Faculty of Law at the University of Benha under the title “Law and Combating Corruption,” the governor of Qalyubia affirmed that there is a real political will in Egypt now to combat corruption and the state has taken a sincere intention to form a national committee to combat corruption, which is a real obstacle to development headed by a president The government includes administrative oversight and a number of regulatory institutions.
  • April 28, 2016 : The Judicial Studies Center at the Ministry of Justice, in cooperation with the United Nations Office and the French Embassy, held a seminar on financial crimes and anti-corruption systems for members of judicial bodies .

Previous data indicates That the Ministry of Supply had the largest share of corruption incidents during the month of April 2016, with 13 incidents of corruption out of a total of 95 incidents, followed by the Ministry of Interior and Agriculture with 10 incidents of corruption, then the Ministry of Education came with 9 incidents of corruption, followed by each of the sectors Localities and Health with 8 incidents, then the Ministry of Finance 5 incidents, and after that each comes from the Ministry of Electricity, Irrigation and Water Resources, with 4 incidents of corruption for each of them, and then comes the Ministry of Justice, the Ministry of Youth and Sports, the Ministry of Housing, the Ministry of Petroleum, and the Ministry of Communications And information technology with 3 incidents of corruption each, then the Ministry of Awqaf comes with a score of 2 incidents of corruption, and finally each of the regulatory agencies, the Ministry of Investment, the Ministry of Antiquities, the Ministry of Higher Education, the Ministry of Social Solidarity, the Ministry of Civil Aviation and the Ministry of Tourism comes with only one incident in the rank Last .

Previous data indicate that The incidents under investigation came first among the corruption incidents during April 2016, as it received the largest percentage of 76% out of a total of 95 incidents, followed by the incidents under trial with 14 %, then the incidents that were not investigated came with a score of 9 %, and finally came the incidents that were judged in Ranked last with 1 % of total facts.

Previous data indicates That Cairo governorate got the largest share of corruption incidents during the month of April 2016 due to the geographical distribution of 23 corruption incidents, followed by Giza governorate with 8 corruption incidents, followed by Qalyubia and Gharbia governorates with 7 incidents for each of them, then Alexandria and Sohag governorates With 6 incidents for each of them, Dakahlia governorate recorded 5 incidents of corruption, followed by Buhaira and Sharkia governorates with 4 incidents for each of them, and Suez and Port Said governorates monitored 3 incidents of corruption for each of them, followed by Beni Suef, Marsa Matrouh, Menoufia, Fayoum, Aswan and Minya recorded two incidents of corruption for each of them, and finally, Ismailia, Kafr El Sheikh, Damietta, New Valley, Luxor, Qena and Assiut recorded one incident during April 2016.
