Introduction:                                   

Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT continues to issue monthly reports to monitor and follow up incidents of corruption, and here is the eleventh report issued by the institution, as it focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as counting the incidents that It was covered by various media during the month of May 2016.

The month of May 2016 witnessed the disclosure of a major corruption case, the hero of which was the advisor to the current Minister of Health, where the man was caught red-handed, after taking a bribe secret moves from the Administrative Control Authority, which revealed the strength and speed of his movements in the past months with the aim of pursuing the corrupt. Of the other issues, but he did not witness - as is the case in the previous months - legislative or institutional measures with regard to combating corruption.

 Legislative measures to combat corruption during May 2016:

The month of May witnessed several traditional statements and meetings of government officials related to combating corruption, while legislative procedures were absent for the eleventh month in a row despite the passage of nearly six months since the start of the current session of the Egyptian Parliament, and the following is a review of what has been monitored in this regard: -

  • May 8, 2016: The Governor of Ismailia affirmed his intention to fight corruption, saying, “Fighting corruption is legitimate at the level of the Republic, not just Ismailis, and many institutions participate in it to rehabilitate the administrative apparatus and uncover areas of weakness and corruption in a way that benefits the citizen to provide a good service without paying bribes or wasting his rights.
  • May 15, 2016: Dalia Khorshid, Minister of Investment, confirmed that combating corruption contributes to improving the performance of the governmental and administrative apparatus in the state, improving public services, establishing principles of transparency and integrity, preparing legislation and updating existing ones to combat corruption, developing judicial procedures to achieve prompt justice and building citizens' confidence in state institutions.
  • May 15, 2016: Ghada Moussa, head of the Governance Center at the Ministry of Planning, said that there are 7 letters prepared by the ministry in order to combat corruption and highlight transparency and integrity for cooperation with the private sector.
  • May 16, 2016: President Abdel Fattah El-Sisi called on the administrative control to confront favoritism and abuse of influence, and to take all legal measures against anyone who pleads with himself by exploiting the presidency to implement his own interests.
  • May 16, 2016: The Ministry of Youth held a national dialogue with North Sinai youth during the activities of the National Dialogue Forum for Youth at the governorate level. The recommendations of the youth on financial and administrative corruption were as follows: “Focusing on the social dimension and building people in the fight against corruption in the public and private work sectors, by focusing on calling for all religions. To combat corruption in its various forms, as well as through civil service laws or regulations and charters related to the honor of exercising the public office (codes of conduct).
  • May 18, 2016: Dr. Ahmed Zaki Badr, Minister of Local Development, confirmed the existence of corruption in the localities, explaining that the reason is the absence of supervision and conscience. He added, “Corruption is linked to human beings,” the length of human beings will not end corruption. .
  • May 19, 2016: The Egyptian Business Youth Association announced that combating corruption enhances confidence in community institutions and works to achieve fair and sustainable development that would meet corruption-related challenges, adding that the Integrity Initiative, which comes in cooperation with the Alexandria Businessmen Association and the United Nations Global Compact, to spread principles and practices of transparency and integrity in The private sector contributes to facing challenges related to corruption.
  • May 20, 2016: The Arab Academy for Science, Technology and Maritime Transport, in cooperation with the National School of Administration in France (ENA), organized an anti-corruption workshop at the headquarters of the Training Center of the Administrative Control Authority.
  • May 21, 2016: The Anti-Corruption Executive Committee headed by Eng. Ibrahim Al-Hafyan held an expanded meeting at the General Office of Matrouh Governorate, in the presence of the committee members, to discuss the training program for leaders.
  • May 22, 2016: The Parliament's Suggestions and Complaints Committee approved MP Muhammad Abdullah Zain’s request to withdraw his proposal to establish an anti-corruption commission after the government’s refusal.
  • May 23, 2016: Dr. Khaled Bishr, a member of the House of Representatives from the Sharkia governorate and a member of the Economic Committee, said that there is reservations about the state’s general budget. First, corruption and bureaucracy must be eliminated and decentralization achieved.
  • May 28, 2016: Counselor Sameh Kamal, head of the Administrative Prosecution Authority, ordered that the Prime Minister, Sherif Ismail, be notified of what the prosecution investigations revealed in Case No. 5 of 2016 regarding the poor treatment system and the shortage of some medicines and medical supplies as a result of the corruption of the health system.
  • May 29, 2016: The General Administration for Leadership Development and Training in the Directorate of Youth and Sports, Qena Governorate, carried out a training course on anti-corruption, at the youth hostel for managers of sports centers and clubs in the administration of “Qena - Qaft”. The training discussed the causes of corruption and the United Nations Convention against Corruption.
  • May 29, 2016: The Mahalla Media Center of the Information Authority at the Mahalla Youth Center organized a seminar entitled “Administrative Reform and Combating Corruption in Light of Egypt's 2030 Strategy.
  • May 30, 2016: The Executive Committee for Combating Corruption at the General Office of Matrouh Governorate organized a training course on disseminating procedures for the values of integrity and transparency and awareness of the dangers of corruption and ways to prevent it, headed by the committee chairman, Eng.

Previous data indicate that The incidents under investigation came first among the corruption incidents during the month of May 2016, as it received the largest percentage of 67 % out of a total of 101 incidents, followed by the incidents that were not investigated with a score of 17 %, and then the facts under trial came with a score of 15%. Ranking last with 1% of total facts.

Previous data indicate that Cairo governorate received the largest share of corruption incidents during the month of May 2016 and also due to its absorption of large numbers of the population with 25 corruption incidents, followed by Giza governorate with 17 corruption incidents, followed by Qalyubia with 11 incidents, followed by Alexandria with 6 incidents of corruption, followed by Each of the governorates of Minya, Fayoum, Beheira and Assiut with 5 incidents of corruption, then Dakahlia governorate comes with a score of 4 incidents, then Sohag governorate comes with a score of 3, followed by Beni Suef, Gharbia, New Valley, Kafr El Sheikh, Sharkia and Ismailia with two incidents of corruption for each of them, and finally The governorates of Luxor, Aswan and Suez recorded one incident during May 2016.
