Eighth report “February 2016 ″
112 incidents of corruption in February ... and the legislative role of Parliament is still suspended
Introduction:
Under the series Corruption Notebook Communication “Partners for Transparency” PFT Issuing monthly reports to monitor and follow up incidents of corruption, and here is the eighth report issued by the institution, as it focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as counting the incidents that were addressed by various media during the month of February 2016.
The month of February 2016 witnessed President Abdel Fattah El-Sisi's speech in front of Parliament and also the launch of the sustainable development strategy, “Egypt Vision 2030”, where the president's speech and vision included clear signals related to combating corruption, as well as the commitment of Eng. Sherif Ismail, Prime Minister, during the World Summit. Fourth of the governments held in Dubai The government sought to eliminate corruption and bureaucracy.
Legislative measures to combat corruption during February 2016:
The month of February 2016 did not witness legislative measures related to fighting corruption, as Parliament is still discussing its internal regulations, and it did not initiate concrete procedures related to the exercise of its legislative role, but the month witnessed political speeches and some executive procedures related to fighting corruption, and perhaps one of the most important speeches was what he referred to. President Abdel Fattah El-Sisi during his speech at the 2030 Sustainable Development Vision Presentation Conference, as well as the speech of Prime Minister Sherif Ismail during the Fourth World Summit of Governments in Dubai, and the same month witnessed the establishment of anti-corruption committees in some ministries, and the following is a presentation of what has been monitored in this regard: -
Tuesday 2 February 2016: The Minister of Education stated that any violations monitored by the ministry and the perpetrators are immediately referred to legal affairs and the administrative prosecution. He added, “We will not allow any corruption that takes place in any sector in the ministry’s sectors.”
Thursday 4 February 2016: Representative Rania Al-Sadat, a member of the House of Representatives, announced that Eng. Sherif Ismail, Prime Minister, asked them to join him in combating local corruption and administrative corruption, saying that in order to advance the state of Egypt, we must start from the roots.
Thursday 4 February 2016: The Cultural and Social Club of Al-Taqwa Association in Shebin El-Kom organized an educational symposium entitled “Fighting Corruption.” The symposium revolves around the definition of corruption, its image and forms, and then addresses its causes and implications.
Saturday 6 February 2016: The Red Sea Governorate held the monthly anti-corruption meeting in the presence of the Assistant Secretary-General and representatives of the governorate directorates.
Sunday 7 February 2016: The CAO members club invited President Abdel Fattah El-Sisi to visit the agency, stressing that they are making strenuous efforts in their oversight and anti-corruption work. The agency also praised the president's support for the National Committee for Combating Corruption and Eliminating encroachments on state lands estimated at billions of pounds.
Sunday 7 February 2016: Representative Anisa Essam Hassouna called for a speedy preparation of the Local Administration Law to confront the cases of corruption that are widespread within the localities. She also stressed that we need a strong, deterrent and effective law for local administration, and that decentralization is properly applied that allows accountability and accountability.
Tuesday 9 February 2016: The Administrative Control Authority, in cooperation with the Egyptian Agency for Partnership for Development of the Ministry of Foreign Affairs, organized two training sessions in the areas of the mechanism for implementing the strategy of combating corruption and crimes of aggression against public funds for (27) trainees from the cadres of African countries.
Tuesday 9 February 2016: Eng. Sherif Ismail, Prime Minister, pledged during the Fourth World Summit of Governments held in Dubai that the government would seek to eliminate corruption and bureaucracy.
Wednesday 10 February 2016: An educational seminar on combating corruption, spreading and activating integrity and transparency in the Media Complex, was held at the Hurghada Media Complex, in the presence of the Assistant Secretary-General of the Red Sea Governorate and the Head of the Central Administration of the Financial Directorate, and he talked about the financial corruption aspect in the various government agencies as it is the preventive watchdog in every sector.
Thursday 11 February 2016: Counselor Bilal Al-Nims, Secretary-General of the Arab Union for Economic Crimes and Combating Money Laundering, confirmed that the establishment of the federation came after the spread of this phenomenon in Arab and African societies, and we seek, through the experiences and leaderships of the union’s members, to eliminate this phenomenon and enforce laws.
Friday 12 February 2016: Investment Minister Ashraf Salman said that transparency is behind Egypt's 8-point rise in the anti-corruption index, and he also stressed the formation of a permanent committee to develop auditing and accountability standards.
Saturday 13 February 2016: The Governor of Beni Suef announced that the localities suffer from great corruption and dilapidated infrastructure, and he emphasized his followers of the principle of transparency, clarity and non-negligence in work, and this is what he called for transferring a number of employees to the governorate centers and referring the directorate’s violations to the administrative prosecution.
Saturday 13 February 2016: The Minister of Education, Al-Hilali Al-Sherbini, announced during the investment in education conference that the draft of the new education law will be presented to teachers, civil society and businessmen, and he confirmed that the ministry has stopped several corruption incidents, adding: “When we smell corruption, we stop it immediately.”
Sunday 14 February 2016: Engineer Mohamed Abdel-Zahir, Governor of Alexandria, criticized investment legislation and local administration in Egypt during his meeting with a delegation from Parliament, saying: “There is no local corruption in Egypt, but corruption is from legislation and laws.”
Sunday 14 February 2016: The head of the Administrative Prosecution Authority met with the regional representative of the United Nations Office on Crime and Drugs (UNODC) for North Africa and the Middle East and the national official in the office, to discuss ways of cooperation in the areas of training and qualification and support comprehensive electronic mechanization within the work system of the prosecution in order to enhance its role in fighting corruption as an independent judicial body.
Sunday 14 February 2016: Dr. Ashraf El-Araby, Minister of Planning, confirmed that Egypt does not have an anti-corruption system, which made President Abdel Fattah El-Sisi form the National Anti-Corruption Committee, pointing out that the axes of the anti-corruption strategy include “issuing the civil service law, expanding the provision of electronic services and controlling the employee in a manner. Monday 15 February 2016: Helwan University organized its first seminar for students of military education under the slogan “No to corruption”.
Thursday 18 February 2016: The Secretary General of Kafr El-Sheikh Governorate held a meeting for the Anti-Corruption Committee, which was formed from representatives of the various directorates, to clarify the role entrusted to the work of the committee is to improve the governmental and administrative apparatus, as well as job performance.
Thursday 18 February 2016: Luxor Media Center organized an expanded seminar entitled “How to fight corruption” at the Luxor Culture Palace, as part of the state’s interest in fighting corruption.
Friday 19 February 2016: Dr. Hilali Al-Sherbiny, Minister of Education and Technical Education, issued a Ministerial Decree No. (64) to form the Anti-Corruption Committee at the Ministry’s General Office and the educational directorates. This committee is responsible for following up the implementation of the ministry’s plan to activate the National Anti-Corruption Strategy 2015/2018.
Friday 19 February 2016: The General Coordinator of the Anti-Corruption Commission in South Sinai Governorate held a coordination meeting to launch anti-corruption training courses and spread the values of integrity and transparency.
Sunday 21 February 2016: The General Coordinator of the National Anti-Corruption Center in Alexandria called for the issuance of the Law on Protection of Witnesses and Whistleblowers. He also explained that the cost of corruption in Egypt is about 200 billion pounds per year, according to reports issued by the Central Auditing Organization.
Wednesday 24 February 2016: During his speech at the launch of the sustainable development strategy, “Egypt Vision 2030,” President Abdel Fattah El-Sisi called on government ministers to intervene in the details of projects set up in their ministry to prevent corruption.
Wednesday 24 February 2016: The activities of the training course for employees of the Ministry of Local Development in Aswan, which will be held from February 24 to next March 8 at the Directorate of Organization and Administration, under the title “Spreading the Values of Integrity and Transparency and Awareness of the Dangers of Corruption and Ways to Combat It.
Wednesday 24 February 2016: Dr. Ahmed Zaki Badr, Minister of Local Development, stated that Egypt's problems are incompatible with its civilization and have nothing to do with work systems and their development, such as bureaucracy, employee interaction with the public and cleanliness, and there is a tendency to develop industrial zones in Upper Egypt and introduce modern technology in it, stressing that technology is an effective way to eliminate corruption.
Wednesday 24 February 2016: The Nile Media Center in Luxor organized an expanded symposium entitled "How to fight corruption" within the framework of the state's interest in fighting corruption.
Wednesday 24 February 2016: Prime Minister Sherif Ismail affirmed that Egypt's 2030 strategy aims to create an economic balance based on innovation, social justice and investing human genius to improve the quality of life of Egyptians so that Egypt is among the top 30 countries in terms of fighting corruption and development, vanishing the proportion of the poor and upholding human rights.
Wednesday 24 February 2016: Hani Qadri, Minister of Finance, issued a decision to form a committee to prevent financial and administrative corruption.
General features of corruption incidents during January 2016:
Previous data indicate that the Ministry of Supply achieved the largest share of corruption incidents during the month of February 2016, with a score of 27 corruption incidents out of a total of 112 incidents, followed by both the health sector and localities with 14 corruption incidents, after that the Ministry of Agriculture comes with a score of 10 corruption incidents, followed by the Ministry Ministry of Interior 9 and Ministry of Finance 4, followed by both the Ministry of Education, the Ministry of Transport, the Ministry of Investment, the Ministry of Antiquities, the Ministry of Trade and Industry and the Ministry of Housing with 3 incidents of corruption each, followed by the Ministry of Ministers, the Ministry of Electricity, the Ministry of Information and the Ministry of Resources Water and Irrigation Ministry of Social Solidarity with 2 incidents of corruption each, and finally the Ministry of Youth and Sports, the Ministry of Endowments, Parliament, the Ministry of Culture, Economic Authorities and the Ministry of Petroleum came with only one incident in the last place.
Distribution of cases according to case position:
The previous data indicate that the incidents under investigation came first among the corruption incidents during February 2016, as they received the largest percentage of 76% out of a total of 112 incidents, followed by the incidents under trial with a rate of 12%, after that comes the incidents that were judged by the rate of 8 %, and finally, The incidents which were not investigated ranked last with 4 % of total incidents.
Distribution of corruption incidents according to the governorates :
Previous data indicate that Cairo governorate received the largest share of corruption incidents during February 2016 and also due to its absorption of large numbers of the population with 32 corruption incidents, followed by Alexandria Governorate with 11 incidents, followed by Qalyubia Governorate with 10 incidents, followed by Beheira Governorate with 9 incidents, then Menoufia and Dakahlia governorate each came with a score of 6 incidents, followed by Gharbia and Beheira governorate with 5 incidents, then followed by Minya, Beni Suef and Sohag with 4 incidents, followed by Port Said governorate with 3 incidents, followed by Assiut, Qena and Kafr El-Sheikh. And Fayoum, with 2 incidents each, and finally, the governorates of Suez, Ismailia, Aswan, Marsa Matrouh and Luxor each recorded one incident during February 2016.
