71 corruption incidents, localities, health and petroleum top the list

Introduction

In recent years, there has been a growing conviction that corruption is one of the most important obstacles facing respect for human rights, as it undermines social gains, obstructs development efforts, and negatively affects fairness in the distribution of its returns.

Corruption was one of the most important “justifications” of the January 25, 2011 revolution, and it was natural that fighting it and besieging it became a major item on the table for any dialogue related to political, economic and social reform in Egyptian society following the Egyptian revolution.

Exposing, monitoring and tracking corruption practices, whether through the relevant oversight agencies, or through the media and various civil society organizations, is a necessary and central weapon in the system of war against corruption, so monitoring facts is an indication of the nature of the phenomenon’s spread, and then it helps the decision-making authorities to adopt Policies, legislative procedures, and implementation steps aimed at reducing the phenomenon and holding perpetrators of corruption crimes accountable.

In the context of this conviction, the Partners for Transparency Foundation (PFT), starting from July 1, 2015, launched an observatory to track corruption incidents that are uncovered through the media, regulatory agencies, and relevant investigation authorities, as well as follow up on the state's procedures involved in the case, and issue a monthly report summarizing The results of what has been monitored, and here is the first report issued by Partners for Transparency (PFT) in this series, which covers the period from (1-31) July 2015.

Legislative and procedural developments related to corruption during the month of July:

Legislation and measures taken by executive agencies are among the most important anti-corruption mechanisms within societies, as corrupt people take advantage of flaws in legislation and procedures, and during the month of July there were some governmental measures related to the issue of corruption, the most important of which are the following:

  • July 8, 2015 : President Abdel Fattah El-Sisi called on Prime Minister Ibrahim Mahlab to collect state dues, provide citizens' needs, combat corruption and high prices, and establish security and discipline in the Egyptian street.
  • July 9, 2015:  President El-Sisi issued Law No. 89 of 2015, which permits him to remove the heads of independent agencies and bodies and oversight bodies from their positions, and cases include new evidence of what affects the security and integrity of the state, and if he loses confidence and esteem, and if he breaches his job duties in a way that harms the higher interests of the country Or a public legal person, and if he loses the terms of validity for the position for other than health reasons.
  • July 10, 2015: State oversight agencies have formed a technical committee in coordination with the Administrative Control Authority, the Central Auditing Organization, Public Funds Investigation and the Anti-Corruption Committee to prepare their reports on the national projects currently being implemented in Egypt, to ensure their technical viability, their economic viability and the budgets allocated to them during their delivery.
  • July 12, 2015: The Ministry of Planning, Follow-up and Administrative Reform revealed that it has designed and implemented a government network for exchanging data between government agencies (G2G), as the project helps the government to shorten service delivery times and stages and contribute effectively to reforming the administrative structure and combating corruption for the administrative apparatus.
  • July 14, 2015: The Prime Minister called on the directors of health directorates across the republic to wage a fierce war against corruption, neglect and negligence, and to ensure good service to citizens.
  • July 22, 2015: The Egyptian Prime Minister stressed the return of the state's approach to eliminating wasta and favoritism, and a strong fight against corruption and giving officials the opportunity to make decisions with force and without shaky hands, and a real will, to empower young people in leadership positions in the state.

Through the previous review of the legislation and measures taken by the executive bodies within the state, there are several observations, which can be highlighted as follows:

  • The government measures taken included the establishment of coordinating bodies to combat corruption, but they did not include specific mechanisms to ensure the efficiency of work within these bodies, and it did not set a time limit for these bodies to finish their work.
  • There is government recognition of the importance of combating corruption, and an implicit recognition of the spread of the phenomenon with its various components within the state's administrative apparatus.
  • The decision of the President of the Republic that allows him to dismiss the heads of the supervisory agencies was the subject of great controversy in Egyptian society, as many dealt with the decision as targeting the person of the current head of the Central Auditing Organization, and despite the presidency’s denial of targeting a specific person, it did not clearly reveal the dimensions and justifications The issuance of the decision, especially since some see a conflict between the decision and some provisions of the Egyptian constitution

Previous data indicate that the local units have witnessed the most corruption incidents with 11 incidents, followed by the Ministry of Health with 9 incidents, followed by the Ministry of Petroleum with 8 incidents, after that come the Ministry of Agriculture and the Ministry of Antiquities with 6 incidents each, after that comes the Ministry of Youth and Sports with a score 5 incidents, then the Ministry of the Interior with 4 incidents, followed by the Ministry of Education, the Ministry of Transport, and the Ministry of Housing, with 3 incidents each, then the Ministry of Finance, the Ministry of Communications, the Ministry of Endowments, with two incidents each, and finally, the Ministry Higher education, the Ministry of Irrigation, the Ministry of Communications, the Radio and Television Authority, the Judicial Authority, the Ministry of Electricity, the national press institutions, and the Ministry of Supply ranked last, with only one incident each.

The previous data indicate that the number of cases under investigation ranks first among corruption cases this month, with a score of 24 incidents for each of them, then comes the cases that have not been investigated with a score of 22 incidents, followed by the cases under trial with 19 incidents, and finally the cases that have been completed The verdict is ranked last, with 6 facts, which were completed with various penalties.

List of the incidents of corruption that have been monitored: 

  • Referring the director of the Museum of Antiquities of Mallawi to trial for neglecting to take measures to inventory the museum’s antiquities once every two years, in violation of instructions. (World News - 1/7/2015).
  • Referring 4 employees of the Cairo Public Transport Authority, to urgent trial, on charges of committing legal violations. (News Today - 7/1/2015).
  • The Undersecretary of the Ministry of Housing was referred to trial, for announcing that a public tender would be held for the construction project of the pioneer village in Bir al-Abd, before obtaining the necessary approvals (Al Moujz - 7/1/2015).
  • Officials at the Agricultural Research Station in Kafr El-Sheikh governorate were convicted of wasting public money by diverting more than 1,500 feddans in the governorate. (Arab Egypt - 7/1/2015)
  • Referring 3 officials from the leaders of the Egyptian Railways Authority, to trial, for accusing them of committing grave financial and administrative violations (Egyptian Journal -1 / 7/2015).
  • The imprisonment of an employee in the Al-Wasta Traffic Unit and an account auditor at the local unit in Meidum al-Wasta village, for receiving a bribe in exchange for terminating the licenses of a car belonging to the local unit (Al-Hayat News - 2/7/2015).
  • Renewing the detention of the Undersecretary of Personnel Affairs at the Health Directorate for 15 days pending investigations for receiving money from citizens to add their names to the list of appointments contracts in the Health Directorate (Al-Youm Al-Sabea - 2/7/2015).
