Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT continues to issue monthly reports to monitor and follow up incidents of corruption, and here is the second report issued by the institution, which focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as an inventory of the facts covered by it. Various media outlets during August 2015.

In August 2015, the monitoring process revealed 104 incidents of corruption, an increase of 46% than what was recorded in July 2015, which reveals a remarkable increase in the rates of detection of corruption crimes.

Legislative and procedural developments related to corruption during August:

The month of August 2015 did not witness the issuance of new anti-corruption legislation or laws, but the most prominent feature was the holding of some sectoral meetings in some governorates and ministries to discuss plans and perceptions related to the implementation of the anti-corruption strategy, as well as various statements by government officials that included affirmations on the need to combat corruption, and linking it to efforts. Development and attracting investments, and the following is a review of what has been monitored in this regard: -

  • August 3, 2015: The Administrative Control Authority, in cooperation with the National Sub-Coordinating Committee for the Prevention and Control of Corruption, and in partnership with the United Nations Office on Drugs and Crime, organized a workshop that dealt with international standards and principles for the implementation of the national anti-corruption strategy, mechanisms to facilitate implementation policies, monitoring and follow-up procedures for government institutions and the extent of their implementation of the strategy's objectives.
  • August 9, 2015: Counselor Sameh Kamal, Head of the Administrative Prosecution Authority, received Eng. Ibrahim Mahlab, Prime Minister, Adviser Ahmed Al Zand, Minister of Justice, and Counselor Ezzat Khamis, First Assistant Minister of Justice, at the new Administrative Prosecution headquarters in Sixth of October City.   • August 11, 2015: Egypt and Algeria signed a memorandum of cooperation to "combat corruption".   • August 13, 2015: Dr. Ashraf Al-Arabi, Minister of Planning, stated that the government is determined to reform and the capacity for the size of the responsibility it is assuming at this historical stage, stressing the need for society to be convinced that there is one way, which is reform at various levels, and that Egypt is serious about combating corruption and reforming the state’s administrative apparatus.
  • August 16, 2015: President Abdel Fattah El-Sisi, during his meeting with Muhammad Irfan Jamal al-Din, Chairman of the Administrative Control Authority, directed the importance of continuing to work on settling investors' problems, combating corruption, following up on the state's administrative apparatus, and taking all measures that would contribute to achieving the comprehensive development process and creating an appropriate and attractive environment for investment and a climate. It is characterized by integrity and transparency, and an effective administrative apparatus capable of working efficiently commensurate with the requirements of the current construction phase.
  • August 19, 2015: The Information and Decision Support Center in Assiut held a meeting with managers of information centers in all cities, service centers and directorates in the governorate, with the aim of strategic analysis of the current situation and activating the strategic plan to combat corruption and achieve social justice.
  • August 24, 2015: Engineer Khaled Negm, Minister of Communications and Information Technology, confirmed that 52 technology projects from development and modernization projects in all sectors of the state are to be implemented in the year 2016/2015, adding that these projects are mainly aimed at combating corruption, achieving social justice, in addition to monitoring state resources and maximizing Benefiting from it, and societal monitoring of the performance of the government and various institutions.
  • August 25, 2015: Dr. Imad Al-Din Al-Wasimi, Head of the Public Education Sector at the Ministry of Education, inaugurated training activities on "modern trends in combating corruption", to activate the national anti-corruption strategy and establish principles of transparency, integrity and the rule of law.
  • August 30, 2015Major General Adel Labib, Minister of Local Development, stated that the ministry is following up the daily situation of the governorates in all sectors to assess the extent of their efficiency and the problems they face, and to coordinate with the relevant ministries to overcome obstacles, stressing the need for coordination with the various concerned authorities, to combat corruption and preserve the state’s lands from infringements and confront any Trespass with all decisiveness and strength.

It is evident from the previous presentation that the “absence” of integrated legislative interventions that can address the phenomenon of corruption, and despite the emergence of the interest of ministries and governorates in discussing mechanisms for implementing the anti-corruption strategy, these discussions and meetings did not result in identifying specific mechanisms and developing specific plans to activate the strategy.

On the other hand, the Administrative Control Authority and the Administrative Prosecution Authority are still working almost alone in this regard, with the continued absence of mechanisms and channels for the real and effective participation of other societal parties, such as civil society and the media, in combating the phenomenon of corruption.
