The Parliament's Plan and Budget Committee headed by Dr. Hussein Issa put forward several recommendations to confront the waste of public money in the state's administrative apparatus.

The committee monitored the observations of the Central Auditing Organization and the responses of the Ministry of Finance regarding the continuing rise of the gap between the actual uses and resources of the state, which calls for mobilizing the necessary efforts to reduce this gap with more reform measures, as well as calling for more measures to avoid the defects of the monetary basis in establishing the accounting operations in the units of the state’s administrative apparatus, With work to end the financial entanglements between the units of this device.

The committee stressed the need for the Ministry of Finance to warn the representatives of the ministry to abide by not allowing the disbursement unlawfully and to hold the violators accountable, in light of the disbursement of some sums in the state’s administrative apparatus, in excess or without necessity or could have been avoided.

The recommendations also included the necessity for the Ministry of Finance and the supervisory authorities concerned to inform the Plan and Budget Committee of the results of investigations related to some cases requiring legal accountability that occurred in some units of the state's administrative apparatus, as well as increasing the levels of efficiency and effectiveness of the procedures implemented by the state to reduce this unacceptable phenomenon. In light of the continuous increase of the state budget deficit.

The committee also recommended that Parliament work to pass the necessary legislation and laws to develop the system of administrative and financial work in local administration units, and the need for the government to take more radical reform measures to address the problems of chronic economic bodies.

The committee stressed the need for the entities included in the general budget to adhere to the financial and accounting principles and instructions, and to strictly apply the general rules for implementing the general budget, taking into account loading each fiscal year with its related burdens and not delaying the disbursement of any burdens related to it to the following fiscal years, with the need to adhere to the rules governing the disbursement and to There is more effective internal control by representatives of the Ministry of Finance and its central and local inspection bodies.

The committee also recommended the need to adhere to the implementation of the provisions of laws, decisions and instructions related to the collection of various revenues in the general budget, and to exert more effort towards counting, linking and collecting these revenues, following sound accounting rules when settling the collected revenues, and activating financial instructions to address deficiencies in the implementation of the budget and reduce financial irregularities and establish A package of policies and procedures that ensure a balance between the revenue and expenditure sides in the final account of the general budget.

The committee also recommended the necessity to intensify the necessary efforts to collect the arrears, especially the arrears of the tax revenue interests, and to take more reform economic measures to improve the performance of some government sectors by transforming them into profitable economic bodies, with the need to conduct objective and serious studies for each of the economic bodies to reach the real causes of the phenomenon of increasing deficit Some of these bodies, and the need to correct the economic path of some economic bodies and make the necessary correction of their technical, administrative and financial structures.
