The Special Rapporteur confirmed in her report that the government of Iraq has taken a number of measures to address internal displacement in various ways, including the establishment of a Ministry of Immigration and Displacement, which worked on developing a plan to compensate those whose properties and homes were destroyed or severely damaged, as well as working to restore property rights to residents. The Ministry of the Interior sent mobile teams to issue civil documents for the displaced in the camps.
On the other hand, Mirna Shalash confirmed that a large number of internally displaced persons are still facing obstacles in obtaining civil status documents, and this has led to restricting their freedom of movement and access to jobs and public services, including education for their children, and the internally displaced persons residing in The camps lack food, drinking water, sanitation facilities, health care, and livelihood opportunities, and the authorities in the governorates of Nineveh and Salah al-Din have expelled hundreds of IDPs residing in camps outside their original governorates, and in some cases transferred them to their home communities despite the families' great security concerns.
For its part, the International Community Partners Foundation recommended the necessity of providing assistance to the Iraqi government in order to face the challenges and difficulties faced by the internally displaced, with the need to develop a more comprehensive and coherent strategy to fill the gaps facing the Iraqi government, which bears the primary responsibility in addressing internal displacement and protecting the displaced.
