President Abdel Fattah Al-Sisi issued a republican decision, considering the recommendations of the State Land Restitution Committee headed by Ibrahim Mehleb, Assistant President of the Republic, binding on all government agencies with jurisdiction over the lands, with regard to codifying previous problems and difficulties in the field of land.
The decision also obligated the state-holders to commit to implementing the decisions of the sub-committees of the Land Restoration Committee, after being approved by the main committee, according to a statement from the committee.
The Republican Decree, which was published in the Official Gazette No. 378 of 2016, stipulates that each state agency shall form a working group whose task is to consistently coordinate with the Land Restoration Committee to follow up the implementation of its decisions and recommendations, which will be in accordance with the republican decision final and enforceable in the right of all once approved by the Council of Ministers.
The decision ensured that the Main Committee, the subcommittees emanating from it, and all concerned state agencies, each in their respective jurisdiction, would carry out their duties in an unconventional manner in order to achieve speedy performance and simplify procedures in a manner that does not violate the law to end all previous problems and take all required measures to quickly recover the state's right.
Ibrahim Mahlab, Assistant President of the Republic for National and Strategic Projects and Head of the Committee, said that the decision was made to facilitate and support the committee in performing its mission to recover state lands and its dues without colliding with governmental bureaucratic obstacles.
He added that the decision would remove many of the obstacles that were hindering the work of the committee, increase its strength in the face of the "seizure mafia" of state lands, and shorten legalization steps for serious people.
Mehleb said that the republican decision gave the committee full powers in collecting the amounts owed to the state for the actions that were issued before its formation on February 9th, whether in return for adjusting conditions or modifying the type of activity.
The decision also gave the committee the right to take legal measures against those failing to pay the state's dues, starting from removal and administrative seizure until referring them to public funds investigations or tax evasion and graft.
President Abdel Fattah El-Sisi issued Republican Decree No. 75 of 2016 last February, to form a committee headed by Eng. Ibrahim Mahlab, Assistant President of the Republic for National and Strategic Projects.
In accordance with the republican decision, the committee is concerned with counting all lands proven to be unlawfully seized and recovering them by all legal methods, counting all debts owed to the authorities with jurisdiction over the land, classifying the debtors with these dues, and coordinating with the authorities with the mandate regarding the legal and administrative procedures followed to recover the leveled land and follow it up.
