Investigations of the Public Funds Investigation Department headed by Major General Essam Saad, Director of the General Administration for Combating Public Funds Crimes, monitored that the managing director of the Nubaria Sugar Industry and Refining Company sold 90,000 tons of the company's production to “Atef. Q., one of the largest businessmen in the monopoly of sugar and selling it by checks without balance.
The investigations indicated that part of those checks had been paid, and another part remained, so the Public Funds Investigations Department requested permission from the Prosecution to arrest and bring the accused persons and was able to seize them and refer them to the public office that undertook the investigation.
