The month of October 2015 witnessed the conduct of the first phase of the Egyptian parliamentary elections. The elections received the attention of the media, executive bodies and civil society organizations, and on the other hand, there was relatively less interest in anti-corruption issues.
Within the framework of the “Corruption Status Book Observatory”, Partners for Transparency PFT continued to issue its monthly reports in which it monitors the 60 incidents of corruption that were revealed during the month of October 2015, and the monitoring process includes legislative developments, whether at the level of laws or decisions, as well as Procedural steps and governmental activities aimed at combating the phenomenon of corruption.
aLegislative and procedural developments related to corruption during the month of October:
The month of October 2015 did not witness the issuance of new anti-corruption legislation or laws, but this month witnessed a number of meetings and meetings in some governorates and ministries to discuss the state’s plans in combating corruption, in addition to the presence of various statements by government officials, headed by President “Abdel Fattah El-Sisi”, which included confirmation. On the need to combat corruption, linking it to development efforts and attracting various investments, the following is a review of what has been monitored in this regard: -
- Thursday, October 1The governor of Giza stated that the state is determined to combat corruption and the corrupt, and that no one is above the law, adding: that despite corruption cases that are seized, there are honorable employees who are asking for halal livelihood and staying away from the sites of suspicion.
- Saturday 3 October: The Minister of Local Development stated that the Ministry's work will continue during the next phase on the implementation of open projects that have already been worked out and completed, adding that the work plan focuses on several axes, most notably the development of local administration, combating corruption in localities, expansion of solid waste recycling projects and solving the garbage problem.
- Monday 12 October : “Counselor Hisham Geneina,” head of the Central Auditing Organization, stated that “President Abdel Fattah El-Sisi,” stands firmly in the back of the oversight and anti-corruption agencies.
- Tuesday 13 October: “Engineer Mohamed Abdel-Zahir,” the Governor of Qalyubia, stated that protecting public funds is a necessity, as protecting it is a national demand in which every individual in society, regardless of his rank and status, and that he will fight all forms of corruption in the governorate,

- Thursday 15 October: “Dr. Khaled Zakaria Al-Adly”, Governor of Giza, stated that there is no place for corruption, and that combating corruption in all its forms and working to prevent it and limit its perpetration is among the priorities of the work of all executive bodies in the governorate.
- Sunday 18 October: The South Sinai Culture Branch organized an awareness-raising lecture entitled “Fighting Corruption”
- Sunday 18 October : “Dr. Reda Abdel Salam,” the governor of Sharqia, met with a group of young people from the Faqous Center “Youth Campaign Against Corruption” and a group of people, in the presence of the head of Faqous Center and City, and the youth exchanged dialogue with the governor about the results of the campaigns to remove street vendors and address corruption.

The President also stressed the state’s interest in combating corruption and activating all relevant monitoring means to ensure full transparency in commercial and investment transactions.
- October 22, 2015 : “Dr. Hussam Maghazi,” the Minister of Water Resources and Irrigation, issued a decision to form a committee to combat corruption and address it within the ministry.
