76 incidents of corruption in March, with supply on top of the sectors and Cairo on top of the governorates

Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT continues to issue monthly reports to monitor and follow up incidents of corruption, and here is the ninth report issued by the institution, as it focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as an inventory of the facts covered by it. Various media outlets during the month of March 2016.

And the month of March 2016 witnessed a statement by President Abdel Fattah El-Sisi during his meeting with young people studying the presidential program to qualify young people for leadership, during which he affirmed the will of the state to combat corruption and referred to the creation of ideas to eliminate it and also issued a decision to dismiss Counselor Hisham Geneina, head of the Central Auditing Organization, from his post.

Legislative measures to combat corruption during the month of March 2016:

Despite the president’s approach to fighting corruption, the parliament refused to introduce a “integrity and transparency” committee, and it gave the public an impression that the parliament is going against the will of the state in combating corruption and may hinder many laws that aim to eliminate corruption, and the month of March 2016 witnessed several decisions of the president Abdel Fattah El-Sisi, and the most important of which is the dismissal of Counselor Hisham Geneina, head of the Central Auditing Organization, against the background of what was raised by a report issued by the agency related to the cost of corruption, and a counter report prepared by a special committee that proved the inaccuracy of the agency’s report, which sparked a strong wave of controversy in the Egyptian street. The following is a review of what has been monitored in this regard: -

  • March 1, 2016The Minister of Supply confirmed that a bill for consumer protection has been prepared with the aim of activating market oversight, as well as the existence of legislation that allows the work of the Consumer Protection Agency in a manner that ensures citizens' access to goods and services, and that legislative amendments will be presented to Parliament for approval.
  • March 1, 2016: New Valley University in Qena is organizing a two-day training program entitled “Disseminating Integrity, Transparency and Anti-Corruption Values Measures” for 36 trainees from the faculty and their assistants in the university's faculties.
  • March 2, 2016: The head of the General Authority for Veterinary Services at the Ministry of Agriculture announced that 14 measures and executive officers have been taken to control the circulation of meat in the markets to limit the sale of meat not suitable for local consumption.
  • March 5, 2016: Dr. Ahmed Zaki Badr, Minister of Local Development, announced that no governor or official has been involved in corruption cases recently, saying: “Whoever has evidence or evidence of a conviction or corruption for any governor or official must submit it immediately to the Attorney General.”
  • March 7, 2016: Parliament rejected the creation of a committee named "integrity and transparency".
  • March 8, 2016The General Office of Fayoum Governorate organized a symposium entitled “Administrative Corruption and How to Confront It” in the presence of the Governor and the Bureau's leaders. The symposium also emphasized the role of transparency and clarification as a basic criterion for combating corruption.
  • March 10, 2016: Minister of Planning Dr. Ashraf El-Araby announced that Egypt ranks 94th internationally in combating corruption, and ranked 110 in human development, while it ranked 125 in the quality of life for citizens, this came during his speech at the Sustainable Development Strategy Conference “Egypt 2030 in Alexandria.”
  • March 10, 2016Helwan University organized the second in a series of seminars for students of military education under the slogan: “No to corruption,” within the framework of implementing the university’s plan to combat corruption.
  • March 10, 2016The Central Committee to Combat Corruption at Aswan University has concluded its training course in order to disseminate procedures for the values of integrity and transparency and to raise awareness of the dangers of corruption and ways to prevent it.
  • March 10, 2016The activities of the first anti-corruption training course, which was held from 6 to 10 March in the General Office of the New Valley Governorate, have ended according to the program prepared in advance by the Administrative Control Authority.
  • March 10, 2016The Red Sea Governorate held a meeting of the Anti-Corruption Subcommittee, ways to activate the concept of internal control, which is considered an element in activating the anti-corruption strategy.
  • March 12, 2016: MP Akmal Kartam denounced the parliament’s refusal to create an anti-corruption committee, explaining that “Egypt is in dire need to combat corruption and recover the stolen money.”
  • March 13, 2016The advisor to the Minister of Local Development stated that the citizen caused the employee’s corruption, following an opinion poll conducted by the ministry with the citizens on the most prominent manifestations of corruption they suffer from.
  • March 15, 2016: The Kharga Media Center in the New Valley Governorate held a media seminar to raise awareness of the concept of corruption, images and methods of confrontation, with the participation of a number of government officials.
  • March 16, 2016The Capacity Development Center for faculty members and leaders at Damanhour University organized a workshop to train professional trainers and participants in the center to publish procedures for the values of integrity, transparency and anti-corruption at the university administration headquarters.
  • March 17, 2016: Dr. Gaber Nassar, President of Cairo University, explained that the main reasons for the deterioration of the educational process at the university are the corruption of the system, and therefore decisive decisions were taken to eliminate the waste of money.
  • March 19, 2016: President Abdel Fattah El-Sisi affirmed the state's will to combat corruption in all its forms, pointing to the importance of finding innovative ideas to eradicate this scourge and address the conditions that led to it.
  • March 20, 2016: Dr. Ahmed Al-Jayoushi, Deputy Minister of Education for Technical Education Affairs, announced that the ministry has formed five anti-corruption committees in educational directorates nationwide, in addition to 27 sub-committees.
  • March 21, 2016: The Santa Culture House organized a symposium entitled “How to Prevent Administrative Corruption” in cooperation with the Local Council of Al-Santa City and Center.
  • March 24, 2016: The Executive Committee for Combating Corruption in Matrouh Governorate held a meeting that included discussing the system of administrative reform in the country. Offers were also made to publish the values of integrity in the administrative apparatus.
  • March 26, 2016: Justice Minister Counselor Muhammad Husam Abdel Rahim, succeeding Counselor Ahmed Al-Zand, confirmed that the issues of reconciliation, combating corruption and smuggled money are my top priorities.
  • March 28, 2016 President Abdel Fattah El-Sisi issued a republican decree relieving Counselor Hisham Ahmed Fouad Geneina, head of the Central Auditing Organization, from his post.
  • March 28, 2016: The local unit of Al Kharga City and Center in the New Valley Governorate organized a seminar to raise awareness of the dangers of corruption.
  • March 29, 2016: A decision was issued by the Presidency to appoint Counselor Hisham Badawi, acting head of the Central Auditing Organization, to succeed Counselor Hisham Geneina, who issued a decision to dismiss him from his post. Until a new president is appointed.

General features of corruption incidents during the month of March 2016:

Previous data indicate that the Ministry of Supply had the largest share of corruption incidents during the month of March 2016, with 16 incidents of corruption out of a total of 76 incidents, followed by the local sector with 7 incidents of corruption, after that comes the Ministries of Agriculture and Education with 6 incidents of corruption. This is followed by the Ministry of Interior, 5 incidents, and the Ministry of Finance, 4 incidents, followed by the Ministry of Health, Parliament, Ministry of Investment, Supervisory Agencies, and the Ministry of Justice, with 3 incidents of corruption for each of them, followed by the Ministry of Endowments, the Ministry of Trade and Industry, the Ministry of Transport and Trade Unions. The Ministry of Housing and the Ministry of Youth and Sports have two incidents of corruption each, and finally the Ministry of Information, the Prime Ministry, the Presidency Institution, the Ministry of Irrigation and Water Resources, and the Ministry of Higher Education are ranked last, with only one incident.

Previous data indicate that The incidents under investigation came in first place among corruption incidents during the month of March 2016, as they received the largest percentage, with 59 % out of a total of 76 incidents, while both cases under trial and the incidents that were not investigated were equal to 16%, and finally, the verdicts ranked in the order. The latter increased by %9 of total facts.

The previous data indicate that Cairo governorate received the largest share of corruption incidents during the month of March 2016 and also due to its absorption of large numbers of the population with 24 incidents of corruption, followed by Giza governorate with 7 incidents of corruption, followed by Alexandria with 5 incidents, followed by Menoufia, Dakahlia, Western and Eastern governorates. With 4 incidents of corruption, followed by Minya, Qena, and New Valley with 3 incidents of corruption, then Assiut, Damietta, Beheira and Sohag came with two incidents for each of them, and finally the Red Sea, Qalyubia, Beni Suef, Ismailia, North Sinai and Kafr El Sheikh Aswan has one incident during the month of March 2016.

  1. A warehouse owner seized 570 cylinders of a stove in the black market in Cairo. (Vito -1 March 2016)
