Partners for Transparency published an analytical study titled “Digital Transformation in the African Electoral Process: Opportunities and Challenges,” which addressed the growing trend toward adopting digital technologies in election management in several African countries, with the aim of enhancing integrity and transparency and reducing electoral irregularities. The study reviewed the experiences of leading countries such as Nigeria, Kenya, and Ghana, focusing on the use of biometric verification technologies, electronic voting, and the digital transmission of results.

The study showed that digital elections significantly improved the efficiency of electoral processes and reduced opportunities for fraud. Biometric verification systems helped curb double registration, and the electronic transmission of results expedited their announcement and mitigated the political tensions associated with delays. However, the study also revealed significant challenges to implementing these systems, including weak digital infrastructure, high technology costs, a shortage of trained personnel, concerns about voter data privacy, and, in some cases, low levels of public trust.

The study revealed that the success of digital elections is closely linked to a country's readiness in terms of infrastructure and political stability. While some countries have made significant progress in enhancing transparency and electoral participation, others still face challenges that hinder the full utilization of these technologies. The study also indicated that digitalization is not a magic bullet, but rather a tool that requires a supportive institutional and legislative environment to ensure its effectiveness.

In this context, the study recommended strengthening investment in digital infrastructure and developing effective cybersecurity strategies to protect electoral systems, along with raising digital literacy among citizens and election management personnel. It also emphasized the importance of exchanging expertise among African countries and learning from successful experiences, which would contribute to building more fair and transparent electoral systems.
