Within the framework of the Transparency Policy Observatory, the Partners for Transparency Foundation issued a new policy paper entitled “The Role of Administrative Reform in Promoting Transparency, Establishing Accountability and Ensuring Integrity,” in which the paper reviewed the necessary procedures to bring about real administrative reform for the administrative apparatus in Egypt.

The paper reviewed some of the causes of the administrative imbalance in Egypt, represented by: The emergence of an unconstitutional custom in the units of the state's administrative apparatus and public bodies that establishes the idea of inheriting administrative functions, The absence of conscience and the spread of bribery within the administrative system , As well as the lack of job behavior and the departure from the standards that the employees must adhere to, which is to adhere to the policies, rules and procedures governing the work, the standards arranged by work guides, job description cards, etc., and ethical standards.

The paper recommended the use of transparency as an entry point for management reform And setting up a sound and clear system for testing and reforming the human resource management system in the state’s administrative apparatus by following a recruitment system based on the availability of basic elements represented in, developing employment application forms, developing the testing system, developing a system for evaluating employee performance, reforming the administrative leadership selection system, enhancing citizen participation In monitoring the performance of the public employee
