About 81 local human rights organizations, 6 international organizations, and a number of embassies in Cairo are preparing to follow up and monitor the second phase of the 2015 Parliament elections in 13 governorates nationwide, scheduled to take place on Sunday and Monday, corresponding to 22 and 23 November, to monitor, analyze and evaluate the performance of The entire electoral process and the political and social climate in which the elections are held, as well as monitoring violations and irregularities that may cause the process to polling periods, to be submitted through the final reports to the Supreme Committee supervising the elections for decision.

International follow-up
Ayman Aqil, the spokesperson for the local joint international mission for the parliamentary elections, said: The mission prepared with about 2015 local observers and about 350 international followers, representing 35 countries around the world, who started their work prior to the start of the polling days for the second phase, in addition to 70 translators.

Akil added that the mission will follow up in 92 committees at the level of the governorates of the second phase, equivalent to 80 % of committees within those provinces, pointing out that the joint international mission includes the International Network for Rights and Development in Norway, the International Institute for Peace, Justice and Human Rights in Switzerland, and the Common Market Organization West and South Africa “COMESA”, in addition to the Maat Foundation for Peace, Development and Human Rights, which he chairs.

My follow-up room in the governorates
Amjad Fathy, the media advisor to the National Council for Human Rights, confirmed that the council has completed its preparations to follow up the second phase of the 2015 parliament elections through the two central monitoring rooms at the headquarters and the complaints office, as well as with its branches in the governorates where the elections will be held.

Fathi added that follow-up teams will be formed from members of the National Council for Human Rights and researchers at the General Secretariat of the Council and its branches in the governorates, which will follow up the work of voting and counting and announcing the results of a number of committees.

Android monitoring program
Saeed Abdel Hafez, General Coordinator of the Egyptian Alliance for Human Rights and Development, explained that the coalition has promoted meetings with the coordinators and volunteers to follow the Parliament elections in 5 governorates: “Menoufia, Sharkia, Gharbia, Kafr El Sheikh, and finally Damietta.”
The “General Coordinator” indicated that these meetings aim to introduce the coalition’s followers and train them on the Android echrd program to follow up the electoral process through mobile phones, distribute follow-up permits, in addition to knowing the monitoring and follow-up mechanisms, knowing the coalition’s Facebook page, and how to prepare Monitoring forms and sending them, as well as how to communicate with the violation operations room.
And Abdel-Hafez added: "The coalition prepared about 350 observers distributed across the governorates of the second phase of the parliamentary elections."

Tariq Zaghloul, spokesperson for the Egyptian Alliance for Human Rights, said that the coalition prepared for the second phase elections with about 3 thousand observers, who were distributed to all departments within the 13 governorates at the level of the republic to monitor any violations that might cause the voting process.
“Zaaloul” indicated that there are reports issued by the coalition during the voting process, during which the observers monitored a number of violations and abuses practiced by the candidates or their representatives, and even the judicial body supervising the polling process within the committees to refer them to the Supreme Committee supervising the elections.

Electoral spending
For his part, Dr. Walaa Gad al-Karim, Director of Partners for Transparency, said that the initiative “Our Voices in the Face of Your Money” continues to work in three governorates nationwide in the second phase of the House of Representatives elections, namely Cairo, Port Said and Dakahlia.
"Jad Al-Karim" added that the campaign aims to monitor the size of financial spending irregularities on election advertising for second-stage candidates, pointing out that the initiative will issue its final report on evaluating electoral spending in the governorates as soon as the run-off for the second stage is completed.
