Within the framework of the Transparency Policy Observatory, the Partners for Transparency Foundation issued a working paper entitled “Mechanisms for Enhancing Transparency - Case Study of the Community Dialogue Mechanism”

As the paper indicated that in most countries of the Arab region, the absence or weakness of social institutions for dialogue contributed to exacerbating the socio-economic consequences of the crisis, and in creating a dangerous situation of tension and instability in some countries, where community dialogue achieves two main advantages, the first of which is that commitment to the path of community dialogue can To avoid blind dependence on technocratic policies and to strengthen democratic governance. The second is to constantly strive for policy coherence and improve economic and social policy coherence.

The paper explained that The community dialogue covers all issues of concern and concern to society, and it has multiple mechanisms, the most important of which is the obligation of public institutions (government) to provide all information related to laws and legislation related to various social services and economic systems and to publish them in a way that enables all participants in the community dialogue to be familiar with them, hold public hearings, hold Direct consultation sessions

The paper concluded that providing the requirements of effective community dialogue requires making fundamental adjustments in the structures of the political and economic system that allow more participation and provide a greater capacity for expressing opinions, and one of the most important future directions for community dialogue is to establish institutional structures for this dialogue. These structures are mainly based on governmental decisions, and they regulate their functions and work procedures by legislation. The circle of community dialogue activity should be mainly at the national and local level, because the economic and social reality in the Arab countries dictates the adoption of this choice, and this means the orientation in the dialogue towards (decentralization).
