The fifteenth report “September 2016”
79 incident of corruption… The parliament end its session without developing anti-corruption legislations
Within the framework of “The Corruption LogBook” series, “Partners for transparency” PFT published its monthly report to observe and analyze the incidents of corruption, where the foundation published the fifteenth report which focused on observing and analyzing the legislative and procedural developments related to the fight against corruption, as well as stating and analyzing all the incidents covered by the media during September 2016.
The report pointed out that September witnessed the conclusion of the first session of the Egyptian parliament, without a real and concrete participation in developing the legislation environment to fight corruption, where the parliament didn't discuss or suggest any of the laws needed by the anti -corruption system, also the month witnessed following-up the case of “corruption of wheat” of the Ministry of Supply after the dismissal of Minister of Supply “Khaled Hanafi” and the Illegal Earning Authority received documents proving his involvement in a waste of public money.
At the level of the political discourse, September has witnessed the confirmation of President Abdel Fattah al-Sisi in his speeches on the state's determination to fight corruption during his summit of the G20 held in China during the session that discussed ways to access more effective and efficient financial and economic governance, while the month did not witness intensity of holding seminars and training activities related to the fight against corruption within the government organs.
Statistically, the report has revealed that September witnessed 79 incident of corruption, and the Ministry of Supply still occupies the first place among the incidents of corruption during September 2016 with 15 incident, followed by the localities sector with 11 incident of corruption, followed by the Ministry of Health with 9 incident of corruption, then The Ministry of Agriculture with 8 incidents of corruption, followed by the Ministry of Education with 7 incidents, then the communications and information technology sector with 4 incidents.
The report also pointed out that the incidents under investigation came in first place among the incidents of corruption during September 2016 where it had the largest percentage rate by 68%, followed by the incidents that are in the trial by 18% and then come the incidents that are not investigated yet by 11% and, finally, come the incidents that have been judged in last place by 3% of the total incidents.
Geographically, the report pointed out that Cairo governorate still has the largest share among the incidents of corruption during September 2016 by 21 incident of corruption, followed by Giza governorate with 9 incidents of corruption, followed by Qena with 6 incidents, then both Sohag and Sharkia with 5 incidents for each of them.
