Introduction:                                   

Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT continues to issue monthly reports to monitor and follow up incidents of corruption, and here is the twenty-second report issued by the institution, which focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as an inventory of facts. Which was disclosed during the month of April 2017 and classified by sector, geography and jurisdiction.

Legislative and procedural developments to combat corruption during April 2017:

April 2017 witnessed the holding of a number of events and activities in some academic institutions, ministries and government departments in the context of awareness-raising and education related to combating corruption, and there were frequent statements by some officials related to the nature of the general trend and political performance related to fighting corruption and wasting public money, and the following is a list of the most important facts in this regard: -

  • April 3, 2017: Riad Abdel Sattar, a member of the House of Representatives for the Free Egyptians Party, announced that he submitted a request for a briefing to Dr. Ali Abdel-Al, Speaker of Parliament, addressed to Eng.   • April 8, 2017: Dr. Hisham Arafat, Minister of Transport, announced that there is a sovereign body that reviews the fees decisions, Resolution 800 and Resolution 448, and within a week, a final report regarding the two decisions will be issued and an anti-corruption committee will be formed in the ministry in cooperation with supervisory bodies.

  • April 11, 2017: The Red Sea Governorate held a symposium on combating corruption in the administrative apparatus in the Red Sea.   • April 13, 2017: Judicial sources confirmed that the committees formed on behalf of the higher public funds to deposit reports in the case known in the media as "corruption of wheat silos", in which officials of the Ministries of Agriculture and Supply, leaders of the General Authority for Export and Import Control and businessmen are accused, have completed preparing their final reports in the case and will send them to the Funds Prosecution Office.   • April 25, 2017: The Egyptian Minister of Investment and International Cooperation, Dr. Sahar Nasr, said that her country's government is currently pursuing an ambitious and bold program for economic and social reform, and stressed that anti-corruption measures are a crucial component of the reform program and an important factor for its success. This came during her meeting with Murad Wahba, Assistant Secretary-General of the United Nations at the program headquarters in New York.

General features of corruption incidents during April 2017:

First: Distribution of corruption incidents according to sectors:

The previous data indicate that both the Ministry of Supply and Agriculture came first among the corruption incidents, with 12 incidents each of them out of a total of 68 corruption incidents during the month of April 2017, followed by the Ministry of Health with 9 incidents of corruption, then each of the localities sector, Al-Dakhiliya, came with 5 incidents for each of them Then comes the Ministry of Irrigation and Water Resources with 3 incidents, followed by the Ministry of Finance and Housing, the Communications and Information Technology Sector, the Ministry of Education, Endowments, Higher Education, Justice and Culture, with two incidents for each of them, and finally comes the Ministry of Social Solidarity and The private sector, business sector, parliament, media, youth and sports, with only one incident out of a total of 68 corruption incidents during April 2017.

Third: The distribution of corruption incidents according to the governorates:

Cairo governorate still acquired the largest share of corruption incidents during April 2017 due to the concentration of administrative headquarters in it, where it obtained 19 incidents of corruption during April 2017, followed by Beheira, Alexandria and Giza governorates with a score of 6 incidents for each of them, then Minya Governorate comes with a score of 4 Incidents, followed by Qalyubia, Qena and Beni Suef governorates with 3 incidents for each of them, then Sharkia, Dakahlia, Kafr El Sheikh, Sohag and Port Said governorates came with two incidents of corruption for each of them, while Menoufia, Assiut, Damietta, Ismailia, South Sinai and the New Valley occurred And Aswan and Faiyum ranked last, with one incident for each in April 2017.

The Opposition Judge at the South Giza Court renewed the detention of a police representative at Giza Passage for 15 days pending investigations for accusing them of taking a financial bribe from a motorcycle driver in exchange for not writing a violation report (Al-Youm Al-Sabea - 29 April 2017).
  65. The Public Prosecutor referred a complaint submitted by a lawyer against Dr. Ali Abdel-Al, Speaker of Parliament, Mahmoud Al-Sharif, Suleiman Wahdan, the Parliament's two representatives to the Public Funds Prosecution for the jurisdiction regarding the fact that the Parliament’s Office Authority bought 3 owners cars about 680 thousand dollars per car, which is equivalent to the current exchange rates of about 13 One million for one car, or about 40 million pounds for the three cars.(Delegation - 30 April 2017)
