Introduction:                                   

Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT continues to issue monthly reports to monitor and follow up incidents of corruption, and here is the eighteenth report issued by the institution, which focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as counting the incidents that It was covered by various media during the month of December 2016.

The month of December witnessed one of the biggest corruption cases, which was the arrest of the Director of State Council Procurement following his accusation of a bribery case amounting to 155 million pounds, as investigations clarified the involvement of leaders in the agency, and after that, the Secretary General of the State Council was summoned for investigation after he submitted his resignation, and then committed suicide during his detention later. The investigations are still underway.

The month also witnessed the emergence of the Administrative Control Authority’s role in controlling those involved in corruption cases, as well as evaluating national projects before their inauguration in the largest public appearance of administrative control leaders since the establishment of the ancient body.

Legislative measures to combat corruption during the month of December 2016:

Previous data indicate that the Ministry of Supply still ranks first among corruption incidents with a score of 10 out of a total of 51 corruption incidents during the month of December 2016, followed by the local sector with 9 incidents of corruption, then the Ministry of Agriculture comes with 7 incidents, followed by the health sector with 5 incidents, then The Ministry of Justice comes with a score of 3 incidents of corruption, then the Ministry of Transport, Irrigation, Water Resources, Endowments, Youth, Sports, Housing, and Education comes with a score of 2 corruption incidents for each of them, and finally, the Ministry of Interior, Finance, Supervisory Agencies, Electricity and Trade Unions comes with only one incident out of a total of 51 incidents. Previous data indicate that The incidents under investigation still ranked first among corruption incidents during the month of December 2016, as the largest percentage was recorded at 70% out of a total of 51 incidents, followed by the incidents that were judged by 14TP1T1T, then the facts under trial came with a score of 10 %, the incidents that were not investigated came in the order. The latter increased by 6 % of total facts.

Third: The distribution of corruption incidents according to the governorates:

The month of December witnessed the continuation of Cairo governorate attaining the first place in corruption incidents, as it got 33% of corruption incidents during the month, followed by Beheira governorate with a rate of 11%, followed by Giza governorate with 101 TP1T, while both Monofeya and Qena governorates got 81 TP1T for each of them out of a total of 51 corruption incidents. While Qalyubia and Sharqia governorates got 6% for each of them, then Suez, Alexandria and Dakahlia governorates got 4% for each of them, while Minya, Port Said and Damietta got the last rank with 2% for each of them during December 2016.

The officers of the Administrative Control Authority, the Authority’s branch in Beheira, revealed that 24 officials and employees of a number of Development Bank and Agricultural Credit branches in the lake had facilitated the disbursement of more than 15 million pounds as agricultural and investment loans to a number of farmers with fake holdings and forged papers.( Perimeter - 30 December 2016)

The documents revealed the involvement of the Director of the Eshmoun Educational Administration and some of the administration’s employees in forging official documents for the benefit of others. Several traffic departments inquiries revealed that some citizens obtained “forged” success data during the year 2015/2016 from the Student Affairs Department of the Educational Administration and presented it as an original document to the various traffic departments Throughout the Republic, to complete the conditions for obtaining vacancies that were previously announced by the traffic departments.(The delegation - December 31, 2016)
