Partners for Transparency PFT issued its fifth monthly report within the framework of the “Corruption Status Book” series, to monitor and follow up issues related to combating corruption, as well as counting the facts that were reported by various media, during the month of November 2015.

The report monitored the continuation of awareness-raising activities related to the state's anti-corruption strategy, offset by the absence of relevant legislative measures. In this context, 90 corruption incidents were monitored, an increase of 50% than what was monitored in October.

The Foundation confirmed that it deals with the facts that have already been disclosed, and many of them are under investigation. The report includes an analysis of legislative and procedural developments on one side, and the facts monitored on the other hand.

Legislative and procedural developments related to corruption during the month of November:
November 2015 witnessed a number of meetings and meetings in some governorates and ministries about the state’s plans to combat corruption, in addition to the presence of various statements by government officials, headed by the President of the Central Auditing Organization “, regarding the emphasis on the need to combat corruption, linking it to development efforts and attracting various investments, while a month came November is free of anti-corruption legislative measures.

The following is a review of what has been monitored in this regard: -
• Wednesday November 4, 2015: Counselor Hisham Geneina, head of the Central Auditing Organization, affirmed that the state’s priorities in the era of “President Abdel Fattah El-Sisi” are to combat corruption and control spending, and how to optimize the use of state funds.

• Thursday November 5, 2015: Damietta University held a seminar entitled “Challenges of combating corruption and its negative effects on society” in the presence of Counselor Hisham Geneina, President of the Central Auditing Organization, Dr. Ismail Taha, Damietta Governor, and a number of members of the Central Auditing Organization, the Construction Authority, and the City Council of Trustees New Damietta.

• Wednesday November 11, 2015: The South Sinai Culture Branch headed by “Amal Abdullah”, Director General of the Branch of the Canal Region and Sinai Cultural, organized a cultural awareness lecture entitled “Fighting the Phenomenon of Corruption” given by Tamer El-Desouki, Field Follow-up Officer at the Literacy and Adult Education Department in Dahab City .

• Tuesday November 17, 2015: Major General Muhammad Al Sheikh, Secretary General of Menoufia Governorate, met with the Anti-Corruption Committee, directors of directorates, and leaders of the Bureau; To follow up on the executive master plan of the national anti-corruption strategy in the governorate, where Muhammad al-Sheikh, head of the Anti-Corruption Committee, stressed the need to intensify efforts in combating the scourge of corruption, and to develop mechanisms to dry up its sources, in a manner that ensures the detection of corruption, and the development of solutions to confront it and give a strong message that fighting corruption Corruption and its prevention are a shared responsibility; For all state and society authorities, and it is a national duty.

• Wednesday November 18, 2015: The South Sinai Culture Branch of the Canal and Sinai Cultural District organized a cultural awareness lecture in the city of Abu Rudeis entitled “Corruption is the scourge of all ages” given by Muhammad Hussein Hegazy, Director of Abu Rudeis Culture House, in which he talked about the concept of corruption and its types, whether Politically, financially, or administratively, and about its common forms and the reasons that lead to its spread in societies, and its effects that harm sustainable development, which negatively affects the quality of life that the citizen lives.

• Saturday November 21, 2015: Dr. Hilali El-Sherbiny, Minister of Education, issued Decree No. 412 of 2015 regarding the formation of the Anti-Corruption Committee at the Ministry of Education and Technical Education. The decision stipulated in its first article that a higher committee be formed in the general office of the Ministry of Education and Technical Education. To prepare the main operational plan for the national strategy to combat corruption in schools, departments, educational directorates, the General Office, and the entities affiliated with the ministry.

• Saturday November 28, 2015: The Central Auditing Organization headed by Counselor Hisham Geneina, head of the agency, held a training course for new recruits to the agency for the positions of an under-training auditor and an under-training auditor specialist from graduates of the faculties of law, sharia and law from the two classes of 2006 to 2009, the session discussed the definition of appointees the most important role of members The Central Auditing Organization in combating corruption, and how to monitor the state’s administrative authorities and examine files. The session also discussed how to preserve public money and the relationship of the Central Auditing Organization with the rest of the state’s administrative authorities. The Education Directorate in the West also organized a workshop to discuss the formation of the Anti-Corruption Committee at the Ministry of Education And technical education in light of Ministerial Resolution No. 412 of November 15, at the Professional Development Hall in the Directorate.

• Sunday: November 29, 2015: “Abdel-Fattah Abu Shama,” Undersecretary of the Ministry of Education in Assiut, held a meeting with members of the Executive Committee to Combat Corruption in the Directorate of Education in Assiut, within the framework of implementing the master plan of the National Anti-Corruption Strategy, and instructing the directors of educational departments to commit to setting up a box for complaints and suggestions In each school, they are called upon to apply the principle of transparency, fight corruption, and realize the principle of reward and punishment.

• Monday November 30, 2015: The Institutions, Egyptians Without Borders, and Al-Adalah for Development and Human Rights in Sohag organized a seminar entitled “Enhancing the role of women in combating corruption”, with the aim of raising awareness of the role of women and the importance of their role in combating corruption and addressing it.

General features of corruption incidents during November 2015:
The Ministry of Supply topped the corruption incidents in November with 36 incidents of corruption, followed by the Ministry of Housing with 7 incidents of corruption, after that comes the Ministries of Communications and Health, with 5 incidents of corruption each, and then comes the Ministry of Agriculture with 4 incidents of corruption, This is followed by the Ministry of the Interior, the Ministry of Education, the banking sector, the localities, the private sector, with 3 incidents of corruption for each of them, and then comes the Ministry of Higher Education, the Ministry of Justice, the Ministry of Finance, the Ministry of Petroleum, the Bar Association, with two incidents of corruption Finally, the Ministry of Youth and Sports, the Ministry of Electricity and Energy, Parliament, the Ministry of Industry and Trade, the Ministry of Civil Aviation, the Ministry of Transport, the Ministry of Tourism, and Civil Society are ranked last, with a score of one corruption incident each.

Second: Incidents of corruption according to the cases' position:
The data indicate that the incidents under investigation came first among the corruption incidents during the month of November 2015, with a score of 70, followed by the facts under trial with a total of 10 incidents. After that, the incidents that have not yet been investigated come with 9 incidents. Finally, the incidents that have been investigated come first. The ruling is ranked last among the events that took place in October, with only one incident.

The most important incidents of corruption during the month of November:
1. The seizure of 34 tons of meat and poultry carcasses unfit for human consumption.

2. A letter distributor was seized in the South Post region, for seizing a number of registered and regular letters in his custody and sent to the clients of the office in his workplace and forging the signatures of their owners to prove their receipt in contravention of the truth.

5- A municipal bakery official seized 23 tons of subsidized flour intended for those who deserve support in Cairo.
6. Seizing 412 cooker cylinders before selling them on the black market.
7. The seizure of 460 kilos of cheese of unknown source in Al-Umraniyah.
8. The seizure of 15 tons of imported liver not suitable for human consumption.
