Partners for Transparency issued the first annual report for monitoring and analyzing incidents of corruption, which covers the period from July 2015 to June 2016, as it included a compilation and analysis of the facts that were monitored during a whole year, as well as monitoring the most important legislative and procedural developments and political positions related to the issue. Combating corruption during the mentioned period.

Legislative role
The report referred to the absence of the legislative role due to the absence of parliament during the period from July 2015 to mid-January 2016, and that the parliament, after its convening, was busy preparing its basic regulations, then approving the legislation that was issued in his absence, so it did not clearly discuss laws in order to combat corruption. Formation of Parliament's Special Committees A proposal to form a committee to combat corruption was rejected.

Weak laws
The last period revealed that Egypt is facing the problem of the existence of many weak laws that need to be reformulated in order to be able to curb the phenomenon of widespread corruption in institutions, and the urgent need to expand the powers, achieve independence and raise the efficiency of relevant regulatory institutions, which is consistent with the provisions of the 2014 constitution, except It has not yet been reflected in concrete steps over the past year.

Administrative Control Authority
The report pointed out that the fiscal year 2015/2016 witnessed widespread moves by the Administrative Control Authority, which seized several corruption cases in which some senior officials were involved, and there are many evidences indicating that this oversight body receives remarkable political support, to the point that the President assigned it to form a technical committee to evaluate projects that Implemented by the state.

Interest in fighting corruption
Despite the shortcomings of the legislative and procedural steps during the past year, the same period witnessed momentum at the level of political statements and positions related to combating corruption, as it was evident in the speeches and statements of the President of the Republic the interest of the Presidency in adopting a political discourse emphasizing the fight against corruption and urging citizens, ministers and governors to fight corruption. And announcing the state’s interest in fighting corruption, and there were numerous statements of most ministers and governors in the same direction.

Corruption facts
With regard to the incidents that were revealed, the report indicated that the incidents amounted to 1,102 incidents during the 2015/2016 fiscal year, as the Ministry of Supply obtained the largest share of corruption incidents with 215 incidents of 19.77%, followed by localities with 127 incidents of approximately 11.5%. Then health with a score of 97 incidents of corruption with a score of 8.8%, then the Ministry of Agriculture with a score of 88 incidents of 7.9%, followed by the Ministry of Interior with a score of 76 incidents of 6.89%, followed by the Ministry of Education with a score of 59 incidents of corruption with a ratio of 5.35%, then the Ministry of Finance with a score of 49 incidents with a score of 4.441 TP1T, followed by the Ministry of Housing with a score of 36 incidents, with a score of 3.26%.

728 incidents are under investigation
The report revealed that “facts under investigation” had the largest share of the number of incidents, as 728 incidents of corruption were recorded out of a total of 1,102 incidents with a percentage of 66%, while the incidents under trial recorded 173 incidents with a percentage of 16 %, then came the unexplored incidents with a score of 144 incidents of 13 %, with 57 cases ranked last, with a score of 5%.
