The details of the case, known in the media as the “major corruption case,” in which many ministers and officials in the government of Ibrahim Mehleb are involved, still contain a lot of ambiguity and controversy among its folds, especially after all Egyptian newspapers remained silent about it. This is in implementation of the Assistant Attorney General's decision to prevent publication in that case. On the other hand, Arabi 21 published what it said were interesting details and secrets in the case that it unilaterally disclosed, based on what journalists and activists revealed on social media during the last hours. According to the site, these activists described the case as “the largest corruption case in the history of Egypt, and they said that it reveals the unlawful access of many former and current ministers to state land. Among them - unlike the dismissed Minister of Agriculture - the current Minister of Health, Adel Al-Adawi, by his seizure of the lands of Al-Buhaira graduates, the current Minister of Justice Ahmed Al-Zand, by obtaining the land of graduates in Port Said, and the current Minister of Local Development Adel Labib seizing the land of Al-Buhaira graduates, and the former Minister of Agriculture Ayman Farid Abu Hadid By obtaining the lands of Kafr El Sheikh. Activists confirmed the involvement of four other current ministers in the unlawful allocation of state lands to them, namely the ministers of supply, education, endowments, and planning, and that verification is underway whether they have taken land or not. The recordings and the investigations contained the names of many media professionals; The likes of Khaled Salah and Majdi Al-Jallad, in addition to a number of senior politicians such as the former Secretary-General of the Arab League, Amr Moussa! Due to the breadth of the case, observers confirmed that there are three options for the prime minister of the coup, Ibrahim Mehleb, the first of which is to refer all names to the judiciary, and this opinion is supported by the administrative control officers in charge of the case, and there have been allegations that the one of them is Sisi's son personally. The second is the return of all the lands that have been allocated to the state, and the case ends amicably .. As for the third scenario, the defendants pay the difference in the land price (between the real price and the allocation price), while also ending the case amicably. Activists and journalists unanimously agreed that the beginning of the case came from the businessman “Ayman Rifat al-Jamil,” one of the symbols of the dissolved National Party, and the son of “Damietta Port Whale,” the billionaire pilot, Rifat al-Jamil, as he asked the actress Ghada Abdel Razek, a former prisoner in a corruption case. In the days of the deposed Mubarak, Muhammad Fouda, (who pretends to be a journalist, and the Syndicate of Journalists disowned him) allocating 100 acres on the Fayoum road from the Ministry of Agriculture to him. Here Fouda spoke to his friend, “Yahya Kaddah,” Director of the Office of the Minister of Agriculture Salah Hilal (dismissed and arrested), to speak with the minister. And there is another narration mentioned by the activists is that “Ayman Rifaat El-Gamil” seized 2500 acres adjacent to the “European countryside” resorts on the Cairo-Alexandria desert road, with a value of about 3 billion pounds, by bribing the current Minister of Agriculture. In all cases, Fouda replied to the businessman that the minister was asking for a villa in the Fifth Settlement, a pharmacy for his daughter, and an allowance (suits) with international brands, the price of each of which reached 20 thousand pounds, in addition to sums of money amounting to half a million pounds. According to Fouda's interrogation, she was handed over to the minister through his driver, who was arrested. Gemayel paid a check worth 2.5 million pounds (under the account), while he obtained a land worth no less than 3 billion pounds. Activists said that the Administrative Control Authority was the one who moved the issue, and recorded phone calls to Qah, from which it reached his relationship with Fouda, then a force of administrative control men, public funds and the prosecution moved, and arrested a mug in his office in the ministry, then on the second day it arrested Fouda in his residence Four Seasons Hotel, where he has been renting a suite apartment for four years. Journalist Khaled Refaat narrated, on his Facebook page, that by searching the wing, the officers found two safes, the first filled with pictures of allocation contracts and papers that Fouda had cleared from all ministries, for the benefit of the largest and most important businessman of Basr, including Mansour Amer, and repeat ... etc. The surprise was that he was recording his calls, and keeping a copy of it, which was a treasure for administrative control, and he followed Fouda and Ayman Gemayel’s offer to confess everything they knew, and provided evidence and documents in order to uncover other cases, in exchange for placing each of them a "king's witness" in the case and removing them from it, Here, information flooded, and it became clear that many former and current ministers had acquired land from the state, according to Khaled Refaat. It is noteworthy that the "Partners for Transparency" (PFT) issued its report for the month of August 2015, in which it monitored the occurrence of 104 corruption incidents in Egypt, an increase of 46%, compared to what was monitored in July 2015, which reveals a remarkable increase in the rates of corruption crimes in Egypt.
