The report focused on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as counting the facts that were reported by various media outlets during the month of September 2015.

The monitoring process in September 2015 revealed 85 incidents of corruption, a decrease of 20% compared to what was detected in August 2015.

The report indicated that the government's statements related to fighting corruption were "more intense" this month than before, and the main reason for this may be the political and media uproar that accompanied the revelation of the corruption scandal of the Ministry of Agriculture, then the change of the prime minister and a number of its ministers, and thus the inclination of the number of A senior official "to announce" hard-line positions towards corruption within their sectors.

But at the same time, legislative solutions are still “absent” from the scene, despite its strong political positions, the most prominent of which was the acceptance of the government's resignation, but the state did not intervene during the month of September with laws and decisions that would deal with the phenomenon of widespread corruption in Egypt.

In addition, the activities organized by a number of governmental bodies and organizations related to combating corruption are all ostensibly aimed at educating their employees and qualifying them to engage in anti-corruption efforts, but in practice these activities lack coherence, methodology and proper planning to allow measuring their impact and impact on the behavior and practices of employees within those activities. The report revealed that the Ministry of Supply and Localities came on top of the sectors that witness corruption for the second month in a row, with a score of 18 and 12 incidents in the two sectors, respectively, during the month of September 2015.

The report also revealed that the number of cases under investigation ranks first among corruption incidents during the month of September with 60 cases, followed by cases under trial with 14 cases, then after that come the cases that have been judged with 7 cases, and finally, the cases that have not been completed It was investigated last with only 4 cases.
