The court affirmed in the reasons for its ruling that the defendants did not perform the work entrusted to them accurately and honestly, and committed anything that would prejudice the financial interest of the state.
The case papers revealed that Manal Jaber Ismail, Director of the Contracts and Procurement Department in the Agouza district, prepared new company contracts to carry out the housing complex in the Agouza neighborhood, unlike the companies that were selected by the committee formed by the Ministry of Environment to exclude the entry of companies and add others.
It was found that the accused had modified the sectors with contracts drawn up in violation when the committee and the protocol issued in this regard had ended.
According to the reasons for the ruling, Ahmed Abdul Rahim Muhammad, head of the Agouza neighborhood, handed the first defendant a list of the names of the cleaning companies to be contracted with in contravention of the specific disclosure of the names of companies approved by the committee formed by the Ministry of Environment by excluding some companies from the list submitted by the committee and adding others.
The investigations revealed that the accused had redistributed sectors in the neighborhood and redistributed the sectors' work to companies without submitting to the committee formed by the Ministry of Environment, which resulted in the preparation of new contracts by the first defendant in violation of the companies approved by the committee and their signing of those contracts in violation of the cooperation protocol.
The Supreme Disciplinary Court ended the confirmation of the accusations against the accused and issued its advanced ruling, and the judgment was issued under the leadership of Counselor Mohamed Hassan Mubarak, Vice President of the State Council, and the membership of Advisors Muhammad Faisal and Dr. Munir Al-Sagheer, Deputy Chairman of the Council, in the presence of Counselor Sameh Al-Tayeb, representative of the Administrative Prosecution and the secretariat of Jaber Muhammad Ali.
