The annual report of Partners for Transparency for 2016 revealed 968 incidents of corruption in state institutions, the Ministry of Supply topped with 200 corruption incidents, followed by localities with 115, agriculture with 99, and the Ministry of Health with 95 incidents.
The report indicated that Cairo governorate witnessed the largest number of corruption incidents with a score of 257 incidents, followed by Giza with 116, then Qalyubia with 60, while Alexandria witnessed 51 incidents, followed by Beheira with 48, then Sohag comes with 44 incidents, then Gharbia with 41, followed by Dakahlia with 39. Then comes the governorates of Minya and Sharkia with 37 each, then Menoufia with 31, then Qena with 29, followed by Beni Suef with 24, then Assiut governorate witnessed 23 incidents of corruption.
In the report issued by Transparency International to classify the Corruption Perceptions Index, which measures levels of integrity annually in 2016, Egypt also declined, and scored 34 points, compared to 36 in 2015, and ranked 108 out of 176 countries included in the index in 2016, while it was ranked 88 out of 168 countries in 2015.
Aad Amer, director of the Egyptians Center for Political and Economic Studies, said that the causes of corruption are the large income disparity and its misdistribution among citizens, because the economic administration does not have a comprehensive view, and the weak purchasing power of low-income “workers and retirees”, despite the increases that have occurred in recent years. And they constitute very large numbers at the base and middle of the administrative hierarchy and society.
Amer added to Al-Badeel that the many restrictions, conditions, and ambiguities in laws, regulations and instructions, their complexity and ambiguity, constitute a climate conducive to the growth of the focus of corruption and mediation, and the increase in its intensity, which consequently abounds the spoilers and their intermediaries, who then resort to fishing in troubled waters and twisted methods to achieve their own interests, hitting a show The wall is based on values and ideals, so they push some towards corruption with dangerous progression, as he put it.
