Communication Partners for Transparency  PFTIt monitors corruption issues and publishes monthly reports on what is revealed of these cases, and here is the third report issued by the Foundation, which covers the month of September 2015, which is the month immediately following the bombing of the corruption case of the Ministry of Agriculture, and which September witnessed some of its important consequences on the political, media and judicial levels. 

These consequences have reached the point where the government of Eng. Ibrahim Mahlab advanced its resignation, after a number of its ministers were reported to have been involved in corruption cases, and the government's resignation came at the time of the parliamentary elections, which gave positive indications related to the state’s keenness on the “sovereignty” of a fair atmosphere for the process. The electoral system also reflected a reasonable degree of "political will to fight corruption."

The report of the "Corruption Status Book", as is practiced on a monthly basis, relies on monitoring published incidents of corruption, whether those revealed by the media, or those disclosed by the relevant supervisory, administrative and judicial agencies. It provides an appropriate tool to track the extent of the corruption phenomenon, and at the same time how serious it is The state is fighting this phenomenon.

The report includes an account of the most important activities, procedures and legislation related to combating corruption, which are monitored monthly. It also includes a review and a classification of the corruption incidents that were revealed during the month.

Legislative developments and government procedures to confront the phenomenon of corruption: 

The month of September 2015 did not witness legislative measures to confront corruption, but it witnessed many government announcements about its fight against corruption and addressing it, or holding a number of seminars, training courses and various meetings in order to spread awareness about confronting the phenomenon of widespread corruption, according to the following: 

  • Wednesday, September 2: The Administrative Corruption Committee at Kafr El-Sheikh University organized a training course for 2000 employees from inside the university, divided into 6 periodic meetings, on a code of professional conduct for employees of the administrative apparatus, the session dealt with introducing the system of activating strategies for confrontation plans in combating administrative corruption, and treating its causes and roots.
  • Saturday 5th September: The Ministry of Endowments decided to reconfigure the main anti-corruption committee at the ministry’s general office, which aims to prepare a comprehensive plan to combat corruption, and work to put in place controls that prevent corruption in all sectors.
  • Tuesday, September 8: Osama Hamdi Abdel Wahid, Governor of Kafr El-Sheikh, announced the formation of a corruption committee with his personal knowledge, without disclosing its name or its members.
  • Tuesday, September 8: Counselor Hisham Geneina, head of the Central Auditing Organization, signed a cooperation agreement between the French National University in Egypt, the Higher School of Applied Commercial Sciences, and the Central Auditing Organization, within the framework of spreading the culture of eliminating corruption, ways to prevent it, and laying down the means to prevent its occurrence.
  • Saturday, September 12: Major General Adel Labib, Minister of Local Development, decided to support the inspection and control sector in the ministry with new elements to activate the sector in the fight against corruption and control over local units, and agreed to provide 10 new leadership ranks in the sector, and to grant the status of judicial control to the rest of the sector members in coordination with the Ministry of Justice.
  • Tuesday, September 15: Within the framework of the implementation of the “Civil Society Participation in Fighting Corruption” program, the Ministry of Environment organized the “First Symposium of Civil Society Organizations” at the Educational Cultural Center in “Cairo House”.
  • Tuesday 15 September 2015 Major General Mustafa Yousry, Governor of Aswan, signed a memorandum of understanding with the Ministry of Planning, Follow-up and Administrative Reform, to implement a project to develop citizen services centers, with the aim of curbing attempts at administrative and financial corruption.

  • Monday, September 21: The General Administration of Organization and Administration at Assiut University organized a lecture on the role of representatives of the Ministry of Finance in combating corruption, as part of its training program in the field of the role of external oversight agencies in combating corruption.
  • Thursday, September 24: The Minister of Local Development, Dr. Ahmed Zaki Badr, confirmed that during the coming period, emphasis will be placed on providing better services to citizens and raising the level of popular satisfaction with the services provided in all governorates, adding that development plans and striking with an iron hand on all forms of corruption will be implemented with the immediate application of the law .
  • Monday, September 28: The South Sinai Culture Branch organized a cultural awareness seminar entitled “The Phenomenon of Corruption”, within the framework of the cultural scheme in the culture of South Sinai to raise public awareness of the danger of corruption and the importance of combating it.

We note that government activities and statements related to combating corruption have been "more intense" this month than before, and the main reason for this may be the political and media uproar that accompanied the disclosure of the Ministry of Agriculture's corruption scandal, and then the change of the prime minister and a number of its ministers Consequently, the tendency of a large number of officials to “declare” hard-line positions towards corruption within their sectors.

But at the same time, legislative solutions are still “absent” from the scene, despite its strong political positions, the most prominent of which was the acceptance of the government's resignation, but the state did not intervene during the month of September with laws and decisions that would deal with the phenomenon of widespread corruption in Egypt.

In addition, the activities organized by a number of governmental bodies and organizations are all ostensibly aimed at educating their employees and qualifying them to engage in anti-corruption efforts, but these activities in practice lack coherence, methodology and proper planning to allow measuring their impact and impact on the behavior and practices of employees within those bodies later .
