Partners for Transparency PFT continued to issue monthly reports to monitor and follow up incidents of corruption. The Foundation issued the fifteenth report, which focused on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as counting and analyzing the facts reported by various media during the month of September 2016.
The report indicated that the month of September witnessed the conclusion of the first session of the Egyptian Parliament without real and tangible participation in developing the legislative environment to combat corruption. Parliament did not discuss or introduce any of the laws required by the anti-corruption system, and the month witnessed the follow-up of the issue of “wheat corruption” at the Ministry of Supply. Following the dismissal of the Minister of Supply, Khaled Hanafi, and the graft received documents proving his involvement in the waste of public money.
As for the political discourse, the month of September witnessed President Abdel Fattah al-Sisi’s affirmation in his speeches of the state’s determination to combat corruption during his speech at the G20 summit held in China during a working session that discussed ways to reach more effective and efficient financial and economic governance, while the month did not witness intense In holding seminars and training activities related to combating corruption within government agencies.
Statistically, the report revealed that the month of September witnessed 79 corruption incidents, and the Ministry of Supply continues to occupy the highest position among the corruption incidents during the month of September 2016, with a score of 15 incidents, followed by the local sector with 11 incidents of corruption, followed by the Ministry of Health with 9 incidents of corruption. The Ministry of Agriculture with 8 incidents of corruption, followed by the Ministry of Education with 7 incidents, then the Communications and Information Technology Sector with 4 incidents.
The report also indicated that the incidents under investigation came in first place among corruption incidents during the month of September 2016, where it received the largest percentage, with 68%, followed by the incidents under trial with a rate of 18 %, then the incidents that were not investigated came with a rate of 11 %, and finally came the incidents that were judged. It ranked last with a 3% percentage of total incidents.
Geographically, the report indicated that Cairo governorate still got the largest share of corruption incidents during the month of September 2016 with 21 incidents of corruption, followed by Giza governorate with 9 incidents of corruption, followed by Qena governorate with 6 incidents, followed by Sohag and Eastern governorates with 5 incidents for each of them .
