Introduction:
Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT continues to issue monthly reports to monitor and follow up incidents of corruption, and here is the seventeenth report issued by the institution, which focuses on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as counting the incidents that It was covered by various media during the month of November 2016.
The month of November witnessed a remarkable move by the Administrative Control Authority by investigating corruption cases in state institutions that were published in newspapers, websites and social media, and opening hotlines to receive any reports of any administrative corruption incident in any state institution, and the authority is also preparing to present an anti-corruption bill to Parliament.
Parliament also witnessed a conflict of views regarding the establishment of an anti-corruption commission and the presentation of the Representative, Anisa Hassouna, for a draft law to establish a body, and some MPs rejected this proposal, justifying this by interfering with the supervisory bodies currently operating and also may cost the state treasury additional financial burdens without the need for it and this is a waste of public money.
Legislative measures to combat corruption during the month of November 2016:
- November 1, 2016: Yusra Al-Maghazi, deputy of the Parliament's Housing Committee, said that the waste of public money in the Holding Company for Drinking Water and Sanitation exceeds 3 billion pounds, and this matter must be stopped immediately because it is a violation of the rights of the Egyptian people.

Third: The distribution of corruption incidents according to the governorates:
Cairo governorate still occupies the largest share of corruption incidents during the month of November 2016 due to the concentration of administrative headquarters in it, as it obtained 32% of corruption incidents during November 2016, followed by Giza governorate with a percentage of 13%, followed by Gharbia governorate with a rate of 8%, followed by Alexandria Governorate by 7%, then the governorate Menoufia, with 5%, while Beheira and Sohag governorates each got 4%, then Qalyubia, Minya, Beni Suef, Wadi Good, Damietta, Dakahlia, Sharkia and Luxor governorates got 3% for each of them out of a total of 72 incidents of corruption, while both governorates got Ismailia and Qena ranked last, with 1% ratings for both of them during November 2016.
