Partners for Transparency issued the fourteenth report, which included monitoring and analyzing incidents of corruption in August 2016, as the Foundation monitored 83 incidents of corruption during the month, which were revealed by investigation authorities, Parliament and various media.
The month of August 2016 witnessed the continued disclosure of the details of the corruption of the wheat silos, as the fact-finding committee formed by Parliament estimated the amount of wheat supplied as a fictitious supply of approximately 2 million tons, which is equivalent to approximately 5.6 billion pounds, and accordingly the resignation of the former Minister of Supply Khaled Hanafi was accepted.
The month also witnessed the issuance of two republican decisions, the first appointing Counselor Hisham Badawi as head of the Central Auditing Agency with the rank of minister for a period of 4 years, and the other considering the recommendations of the State Land Restitution Committee headed by Ibrahim Mehleb, assistant to the President of the Republic, binding on all government agencies with jurisdiction over the lands.
In terms of facts, the Ministry of Supply had the largest share of corruption incidents during August 2016, with 17 incidents of corruption out of a total of 64 incidents, followed by the Ministry of Agriculture with 10 incidents of corruption.
Then comes the Ministry of Communications and Information Technology with 9 incidents of corruption, followed by the Ministry of Interior with 8 incidents, then the Localities Sector with 7 incidents, and then comes the Ministry of Education and Investment with 5 incidents of corruption each, and then comes the Ministry of Housing with 3 incidents corruption.
As for the judicial position, the report revealed that the facts under investigation came first among corruption incidents during August 2016, as it received the largest percentage of 78% out of a total of 83 incidents, followed by the incidents that were judged by 10%, then the facts under trial came at 8%, Finally, the facts that were not investigated ranked last, with a percentage of 4% from the total number of incidents.
As for the geographical distribution, Cairo governorate still occupies the largest share of corruption incidents during the month of August 2016, with 24 corruption incidents, followed by Giza governorate with 13 incidents, then Sharkia and Qena with 6 incidents of corruption each.
For his part, Dr. Walaa Jad Al-Karim, Director General of Partners for Transparency, says that the organization’s previous reports over the course of a whole year revealed that the Ministry of Supply issued a list of sectors that witness corruption, and thus the departure of the Minister of Supply was expected.
