Within the framework of the “Corruption Status Book” series, “Partners for Transparency” PFT issued the fourteenth report, which included monitoring and analysis of corruption incidents in August 2016, as the Foundation monitored 83 corruption incidents during the month, which are the facts that were revealed through the investigation authorities, Parliament and the means Various media.
The month of August 2016 witnessed the continued disclosure of the details of the corruption of the wheat silos, as the fact-finding committee formed by Parliament estimated the amount of wheat supplied as fictitious supply of approximately 2 million tons, which is equivalent to approximately 5.6 billion pounds, and accordingly the resignation of the former Minister of Supply Khaled Hanafi was accepted.
The month also witnessed the issuance of two Republican decisions, the first appointing Counselor Hisham Badawi as head of the Central Auditing Organization with the rank of minister for a period of 4 years, and the other considering the recommendations of the State Land Restitution Committee headed by Ibrahim Mehleb, Assistant President of the Republic, binding on all government agencies with jurisdiction over the lands.
In terms of facts, the Ministry of Supply won the largest share of corruption incidents during August 2016, with 17 incidents of corruption out of a total of 64 incidents, followed by the Ministry of Agriculture with 10 incidents of corruption.
After that comes the Ministry of Communications and Information Technology with 9 incidents of corruption, followed by the Ministry of Interior with 8 incidents, then the Localities Sector with 7 incidents, and after that comes the Ministry of Education and Investment with 5 incidents of corruption each, and then comes the Ministry of Housing with 3 incidents corruption.
As for the judicial position, the report revealed that the incidents under investigation came in first place among corruption incidents during August 2016, as it received the largest percentage of 78% out of a total of 83 incidents, followed by the incidents that were judged by 10%, then the incidents under trial came at a rate of 8 % Finally, the facts that were not investigated ranked last, with a percentage of 4% in total.
As for the geographical distribution, Cairo governorate still occupies the largest share of corruption incidents during the month of August 2016 due to the concentration of administrative headquarters in it, as it received 24 corruption incidents, followed by Giza governorate with 13 incidents, then Sharqia and Qena with 6 incidents of corruption each.
For his part, Dr. Walaa Jad Al-Karim, Director General of Partners for Transparency, says that the previous reports of the organization over the course of a whole year were revealing that the Ministry of Supply issued the list of sectors that witness corruption, and therefore the departure of the Minister of Supply was expected.
He pointed out that Khaled Hanafi is the second ministerial "head" to be overthrown due to incidents of corruption and waste of public money during the era of President Abdel Fattah El-Sisi, after the former Minister of Agriculture Salah Hilal.
The Director General of Partners for Transparency hoped that the second session of the Egyptian Parliament, which will start next October, would witness a legislative “revolution” to combat corruption, to bridge the terrible legal gaps that the corrupt exploited. For tampering with public money, especially since Parliament had a tangible and positive role in uncovering the issue of corruption in the supply of wheat and forcing the former Minister of Supply to resign.
