As part of the “Corruption Casebook” series, Partners for Transparency continues to issue monthly reports to monitor and follow up on corruption incidents in Egypt, which focus on monitoring and analyzing legislative and procedural developments related to combating corruption, as well as listing the facts that were revealed during October 2022. and categorizing them sectorally and geographically, with the aim of identifying the sectors that witness the most corruption incidents, as well as the governorates in which these incidents are most concentrated.
According to the Foundation's report, October recorded a slight decrease in the number of corruption incidents, as 182 incidents were recorded, compared to 191 corruption incidents recorded last September, which represents a decrease of 5% in the corruption rate. 86 incidents of corruption were recorded, with a rate of 47 % of the total incidents witnessed in the month of October, followed directly by the agriculture sector and land encroachment with 56 incidents and 31% of the total incidents under study, and the health sector came in third place with 20 corruption incidents and 11% of the total incidents of corruption .
Geographically, and repeatedly, Beheira governorate ranked first in the Egyptian governorates in terms of corruption incidents during the month of October, with 15 incidents and a rate of 8 % of the total incidents, while 4 governorates combined recorded 27.5% of the total corruption incidents at the level of the Republic. Which makes it the most corrupt governorates during October, and the governorates are “Beheira, Gharbia, Dakahlia, and Sharqia.” The following figure shows the geographical distribution of corruption incidents over the governorates of the Republic:
