                112 incidents of corruption in February ... and the legislative role of Parliament is still suspended     

Walaa Jad al-Karim: The gap remains wide between political rhetoric and anti-corruption legislative performance

 

Within the framework of the “Corruption Status Book” series, the “Partners for Transparency” PFT issued the eighth report, which included monitoring and analysis of corruption incidents in the month of February 2016, as the institution monitored 112 corruption incidents during the month, and the formation of four anti-corruption committees in some ministries.

The report revealed that the month of February 2016 witnessed multiple statements, whether by the President of the Republic, the Prime Minister, or a number of ministers, which included indications of the state's determination to combat corruption, but the month did not witness legislative measures in this regard.

With regard to the statistical distribution of corruption incidents among ministries and different sectors, the Ministry of Supply won the largest share of corruption incidents during February 2016, with a score of 27 corruption incidents out of a total of 112 incidents, followed by both the health sector and localities, with 14 incidents of corruption, then comes the Ministry of Agriculture There are 10 corruption incidents, followed by the Ministry of Interior 9 and the Ministry of Finance 4 incidents.

As for the judicial position of the facts, the facts under investigation came in first place in February 2016 with a percentage of 76%, followed by the facts under trial with a percentage of 12%, after that came the facts that were judged by the rate of 8 %, and finally, the facts that were not investigated came in the last place By 4 % of total incidents.

The report also revealed that Cairo governorate had the largest share of corruption incidents during the month of February 2016, with 32 corruption incidents, followed by Alexandria Governorate with 11 incidents, followed by Qalyubia Governorate with 10 incidents.

In a related context, Dr. Walaa Gad Al-Karim, Director General of Partners for Transparency, said that the Foundation is still monitoring a clear absence of the legislative role of the Egyptian Parliament with regard to combating corruption, despite the passage of nearly two months since the parliament convened, and with the urgent need for a legislative revolution in the field of fighting corruption However, Parliament is still busy until now with discussing its internal regulations and is mired in the problems of some of its members, and Jad Al-Karim indicated that the institution still notices a wide gap between the political rhetoric that emphasizes combating corruption on the one hand, and the legislative and oversight role far from the scene on the other side.
