The report indicated the absence of the legislative role due to the absence of parliament during the period from July 2015 until mid-January 2016, and after its convening the parliament was busy preparing its basic regulations, and then approving the legislation that was issued in his absence, so it did not clearly discuss laws in order to combat corruption, and during the formation process. Parliament's specific committees rejected a proposal to form a committee to combat corruption.

The last period has revealed that Egypt is facing the problem of the existence of many weak laws that need to be reformulated in order to be able to curb the phenomenon of widespread corruption in institutions, and the urgent need to expand the powers, achieve independence and raise the efficiency of relevant regulatory institutions, which is consistent with the provisions of the 2014 constitution, except It has not yet been reflected in tangible steps over the past year.

The report also indicated that the fiscal year 2015/2016 witnessed wide moves by the Administrative Control Authority, which seized several corruption cases in which some senior officials were involved, and there are many evidences indicating that this supervisory body receives remarkable political support, to the point that the President assigned it to form a technical committee to evaluate the legislations that Implemented by the state.

Despite the shortcomings of the legislative and procedural steps during the past year, the same period witnessed momentum at the level of political statements and positions related to combating corruption, as it was evident in the speeches and statements of the President of the Republic the interest of the Presidency in adopting a political discourse emphasizing the fight against corruption and urging citizens, ministers and conservatives to fight corruption and advertising On the state’s interest in fighting corruption, there were numerous statements of most ministers and governors in the same direction.

On the level of the incidents that were uncovered, the report indicated that the incidents amounted to 1,102 incidents during the fiscal year 2015/2016, and the Ministry of Supply had the largest share of corruption incidents with 215 incidents of 19.77%, followed by localities with 127 incidents of approximately 11.5%. With regard to the distribution of corruption incidents according to the status of the case during the period from July 2015 until June 2016, the report revealed that the incidents under investigation had the largest share of the number of incidents, as 728 corruption incidents were recorded out of a total of 1,102 incidents, with a percentage of 66%, while the facts under trial recorded 173 incidents, a percentage of 16 %, then came the incidents that were not investigated with a score of 144 incidents with a ratio of 13 %, and came in the last place the incidents that were judged with 57 incidents.
