Corruption Status Book “Egypt” February 2021

Within the framework of the “Corruption Status Book” series, “Partners for Transparency PFT” continued to issue monthly reports to monitor and follow up incidents of corruption. The Foundation issued its report for February 2021, which deals with monitoring and analyzing legislative and procedural developments related to combating corruption, as well as an inventory and analysis of facts. The report pointed to the political leadership’s assertion that no effort will be spared in order to purify state institutions from corruption, and President Al-Sisi acknowledged the spread of administrative and organizational corruption, as the reason behind the increase in construction violations at the level of the Republic. Despite this, there is a slowdown in the House of Representatives’s performance towards adopting a package of legislation that would enhance anti-corruption efforts, especially the Local Administration Law, the Whistleblower and Witness Protection Law, and the Freedom of Information Act.

Statistically, the month of February recorded 208 incidents of corruption in about 10 major sectors, and ration irregularities topped the incidents of corruption during the month of February with 121 incidents, with a ratio of 58% of total corruption incidents, followed by health sector violations with 28 violations of 13%, then financial and public funds violations with 20 10% incidents, followed directly by the localities with 19 incidents pertaining to 9%, then the education sector with 5 incidents, then the petroleum and agricultural sectors with 4 violations per sector, then the housing sector with 3 incidents, while the youth and sports sector, as well as the electricity sector, witnessed two violations for each sector.

Geographically, Beheira governorate ranked first at the republic level in corruption incidents with 26 incidents during the month of February and 13% of the total incidents under study, followed by Cairo governorate in second place with 21 incidents and 10%, then Gharbia governorate with 20 incidents, while governorates came. The New Valley, South Sinai, the Red Sea ”is at the bottom of the list, with one corruption incident in each of them.
