The Administrative Control Authority managed to arrest Hazem Al-Qawidi, the former governor of Helwan, for obtaining a Mercedes Model S 350, valued at about one million pounds, as a bribe, from the Chairman of the Board of Directors of a company in Maadi, in exchange for facilitating the seizure of a piece of state property, in cooperation with the director of the administration Property in the governorate, and allocating the 800-meter plot of land on Street 9 in Maadi to a car company, instead of putting it up for auction during his tenure as governor.

By presenting the defendants to the Supreme Public Funds Prosecution, it decided to release the former governor with a bail of 2 million pounds pending investigations, or to imprison him for 15 days as a precaution, and it decided to release the director of the property administration on a bail of 50 thousand pounds, or to imprison him for 15 days as a precaution pending investigations.

Informed sources said that the car provided as a bribe to the former governor of Helwan is estimated at one million pounds at the time of the incident during his tenure as governor, and is currently estimated at one million and 800 thousand pounds, as information was received by the Administrative Control Authority stating that there is a plot of land in Street 9 in Maadi barracks that was allocated by direct order From the former governor of a company in Maadi in exchange for a bribe, and by conducting the necessary investigations and verifying the information, the governor and the director of the governorate’s property management were arrested, and they were presented to the Public Funds Prosecution.

The sources revealed that this case is expected to lead during the next few days to uncover many cases of financial and administrative corruption inside Helwan Governorate during the era of Engineer Dr. Hazem Al-Qawidi, the former Governor of Helwan, indicating that there are a large number of files that the investigation authorities will open, which include violations in A number of decisions allocating plots of lands west and east of the expressway to some shell companies.

“Hazem Al-Qawwidi” is the first governor who took over Helwan Governorate in 2008 for a period of 20 months, after he was the head of the Urban Planning Commission, and “Al-Quwaidi” obtained a Bachelor of Architecture in the College of Fine Arts, a Master of Architecture in the College of Fine Arts, in addition to a PhD in Architecture, and he was appointed as a teacher in the Architecture Department of the College of Arts, and he was a key participant in dividing the governorates of Greater Cairo into 5 instead of three by adding him to Helwan and 6 October, as his appointment as governor of Helwan came as a reward from the government for setting the limits and strategies of the governorate during his tenure of the Board of Directors of the General Organization for Urban Planning, and it did not increase His term as governor was for 20 months, after his statement in one of the People's Assembly sessions that his exit from office would be "the happiest news" he would receive.
